11 SENATE RESOLUTION NO. 270
22 WHEREAS, Representatives of liquefied natural gas
33 projects, exploration and production companies, state business
44 and trade groups, pipeline companies, government, and other
55 stakeholders are gathering in Austin on February 25, 2015, to
66 highlight the benefits of liquefied natural gas exports; and
77 WHEREAS, Pioneering exploration and extraction methods have
88 opened vast natural gas resources to development, and demand on United
99 States natural gas markets can now grow with little impact on domestic
1010 prices; plentiful supplies and unprecedented advances in technology
1111 also present a historic opportunity for the United States to achieve
1212 energy self-sufficiency while creating jobs and wealth; and
1313 WHEREAS, Global demand for liquefied natural gas is expected
1414 to climb significantly over the next two decades; the United States
1515 Department of Energy estimates that, by 2035, natural gas production
1616 levels will be 55 percent higher than was estimated only four years
1717 ago; this trend can satisfy all domestic demand while also allowing
1818 the nation to export natural gas; and
1919 WHEREAS, According to recent studies, the expansion of
2020 liquefied natural gas markets will generate as much as $86
2121 billion in net benefits to the nation's economy and will help
2222 reduce the United States trade deficit by as much as $60 billion
2323 by 2038; moreover, increases in liquefied natural gas exports
2424 could create more than 450,000 American jobs, including tens of
2525 thousands of jobs in construction and operations; every two
2626 billion cubic feet per day of exports supports 50,000 jobs in the
2727 exploration and production sectors; and
2828 WHEREAS, In Texas, proposed construction and operation of
2929 multiple liquefied natural gas export facilities along the Gulf
3030 Coast will encourage new direct infrastructure investments worth
3131 billions of dollars, will contribute royalties and local tax
3232 revenues to communities across the state, and could create up to
3333 155,000 Texas jobs; and
3434 WHEREAS, Liquefied natural gas exports will contribute to the
3535 nation's global energy leadership and to other vital goals, among
3636 them stability in natural gas pricing, increased business
3737 investment, job growth, and higher revenues for communities in
3838 natural-gas-producing areas; now, therefore, be it
3939 RESOLVED, That the Senate of the State of Texas, 84th
4040 Legislature, hereby recognize February 25, 2015, as Liquefied
4141 Natural Gas Day at the State Capitol and extend to all those
4242 participating in this event sincere best wishes for an enjoyable and
4343 educational visit to Austin.
