1	1	SENATE RESOLUTION NO. 389
2	2	WHEREAS, The Senate of the State of Texas is pleased to
3	3	recognize Melaney Goebel, who is retiring from the Office of the
4	4	Comptroller of Public Accounts after many years of outstanding
5	5	service to the state; and
6	6	WHEREAS, Melaney began her career in state government in
7	7	December of 1988 working as a clerk in the bid room at the General
8	8	Services Commission, where she prepared bids for bid openings and
9	9	read bids to the public; in 1992, she was promoted and moved to
10	10	the accounting department to work as an accounting clerk in
11	11	accounts payable; there she had her first exposure to payroll
12	12	processing using the old DIR FACTS system; and
13	13	WHEREAS, Melaney received promotions each year as she
14	14	quickly rose through the ranks to the position of Accountant VII;
15	15	she cross-trained on payroll duties and assisted with the
16	16	agency's conversion to the Uniform Statewide Payroll/Personnel
17	17	System and then became the payroll officer for the agency;
18	18	Melaney also verified the accuracy of travel vouchers and became
19	19	the supervisor over accounts payable, travel, and payroll in
20	20	April of 2002; and
21	21	WHEREAS, Melaney joined the comptroller's office as a
22	22	Systems Analyst II in the Fiscal Management division in December
23	23	of 2002, and she immediately began to support a full load of
24	24	agencies on the Uniform Statewide Payroll/Personnel System; in
25	25	addition, Melaney started to support agencies reporting to the
26	26	Statewide Payroll/Personnel Reporting System and was able to
27	27	document functional specifications for both systems; and
28	28	WHEREAS, Due to Melaney's functional and technical
29	29	expertise in the statewide payroll systems, she was called upon
30	30	throughout her career in the Fiscal Management division to
31	31	participate on projects to implement new statewide systems; she
32	32	continued to take on challenging projects as an analyst,
33	33	coordinator, and trainer, and she was of invaluable assistance in
34	34	the implementation of Project One, a statewide Enterprise
35	35	Resource Planning solution for state agencies; and
36	36	WHEREAS, In September of 2013, Melaney accepted a promotion
37	37	to Systems Analyst V as Team Lead of the Statewide Human Resources
38	38	and Payroll Assistance Section, where she has served as the go-to
39	39	person for her team, customers, and management; and
40	40	WHEREAS, In all of her assignments, Melaney has
41	41	distinguished herself as an exemplary employee and colleague;
42	42	her smile lights up a room, and her positive can-do attitude and
43	43	dedication to providing exceptional customer service have
44	44	contributed to her great success in each role she has held in
45	45	state government; Melaney will be missed tremendously by all who
46	46	have worked with her over the course of her career; now,
47	47	therefore, be it
48	48	RESOLVED, That the Senate of the State of Texas, 84th
49	49	Legislature, hereby commend Melaney Goebel on her many years of
50	50	valuable service to the state and extend to her congratulations
51	51	and best wishes as she retires from her position in the Office of
52	52	the Comptroller of Public Accounts; and, be it further
53	53	RESOLVED, That a copy of this Resolution be prepared for
54	54	her as an expression of high regard from the Texas Senate.
