11 SENATE RESOLUTION NO. 389
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize Melaney Goebel, who is retiring from the Office of the
44 Comptroller of Public Accounts after many years of outstanding
55 service to the state; and
66 WHEREAS, Melaney began her career in state government in
77 December of 1988 working as a clerk in the bid room at the General
88 Services Commission, where she prepared bids for bid openings and
99 read bids to the public; in 1992, she was promoted and moved to
1010 the accounting department to work as an accounting clerk in
1111 accounts payable; there she had her first exposure to payroll
1212 processing using the old DIR FACTS system; and
1313 WHEREAS, Melaney received promotions each year as she
1414 quickly rose through the ranks to the position of Accountant VII;
1515 she cross-trained on payroll duties and assisted with the
1616 agency's conversion to the Uniform Statewide Payroll/Personnel
1717 System and then became the payroll officer for the agency;
1818 Melaney also verified the accuracy of travel vouchers and became
1919 the supervisor over accounts payable, travel, and payroll in
2020 April of 2002; and
2121 WHEREAS, Melaney joined the comptroller's office as a
2222 Systems Analyst II in the Fiscal Management division in December
2323 of 2002, and she immediately began to support a full load of
2424 agencies on the Uniform Statewide Payroll/Personnel System; in
2525 addition, Melaney started to support agencies reporting to the
2626 Statewide Payroll/Personnel Reporting System and was able to
2727 document functional specifications for both systems; and
2828 WHEREAS, Due to Melaney's functional and technical
2929 expertise in the statewide payroll systems, she was called upon
3030 throughout her career in the Fiscal Management division to
3131 participate on projects to implement new statewide systems; she
3232 continued to take on challenging projects as an analyst,
3333 coordinator, and trainer, and she was of invaluable assistance in
3434 the implementation of Project One, a statewide Enterprise
3535 Resource Planning solution for state agencies; and
3636 WHEREAS, In September of 2013, Melaney accepted a promotion
3737 to Systems Analyst V as Team Lead of the Statewide Human Resources
3838 and Payroll Assistance Section, where she has served as the go-to
3939 person for her team, customers, and management; and
4040 WHEREAS, In all of her assignments, Melaney has
4141 distinguished herself as an exemplary employee and colleague;
4242 her smile lights up a room, and her positive can-do attitude and
4343 dedication to providing exceptional customer service have
4444 contributed to her great success in each role she has held in
4545 state government; Melaney will be missed tremendously by all who
4646 have worked with her over the course of her career; now,
4747 therefore, be it
4848 RESOLVED, That the Senate of the State of Texas, 84th
4949 Legislature, hereby commend Melaney Goebel on her many years of
5050 valuable service to the state and extend to her congratulations
5151 and best wishes as she retires from her position in the Office of
5252 the Comptroller of Public Accounts; and, be it further
5353 RESOLVED, That a copy of this Resolution be prepared for
5454 her as an expression of high regard from the Texas Senate.
