55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of E. V. "Vic" Niemeyer, who died March 1,
77 2015, at the age of 95; and
88 WHEREAS, Vic Niemeyer was born on September 28, 1919, in
99 Houston; he grew up in La Porte and attended Schreiner Institute
1010 and the United States Naval Academy before attending The
1111 University of Texas and earning a degree in 1941; and
1212 WHEREAS, He served the nation with distinction as a
1313 submarine officer in the United States Navy during World War II;
1414 he served in both the Atlantic and Pacific theaters and was
1515 present in Tokyo Bay for the September 2, 1945, surrender of
1616 Japanese forces; and
1717 WHEREAS, After the war, he entered the field of agriculture
1818 for a time but returned to The University of Texas to earn a
1919 master's degree in Latin American Studies; he went on to earn a
2020 doctorate from the university in 1958; and
2121 WHEREAS, In 1956, polio claimed his first wife, Dorothea
2222 Hasskarl; he married Lala Acosta in 1958, and they enjoyed 57
2323 years of marriage together; he was blessed with four children,
2424 nine grandchildren, and 10 great-grandchildren; and
2525 WHEREAS, He worked for 24 years with the United States
2626 Information Agency and served in Spanish-speaking countries
2727 around the world, including Honduras, Peru, Guatemala, the
2828 Philippines, Mexico, and Trinidad and Tobago; and
2929 WHEREAS, Dr. Niemeyer returned to Austin after his retirement
3030 from federal service and worked in the Institute of Latin
3131 American Studies and the International Office at The University
3232 of Texas; he was the author of two books on Mexican history; and
3333 WHEREAS, He was active in several service organizations
3434 and cofounded the East Austin Rotary Club; he received Rotary
3535 International's Service Above Self award for his work in
3636 organizing the transfer of 4,000 pieces of school furniture from
3737 Del Valle to Tapachula, Chiapas, Mexico, for use in the area's
3838 schools; the Mexican government awarded him its prestigious
3939 Ohtli Award for his service to Mexico and the Mexican community;
4040 and
4141 WHEREAS, Vic Niemeyer was a man of strength and compassion
4242 who gave unselfishly to others; he was a devoted husband, father,
4343 and grandfather, and he leaves behind memories that will be cherished
4444 forever by his family and many friends; now, therefore, be it
4545 RESOLVED, That the Senate of the State of Texas, 84th
4646 Legislature, hereby extend sincere condolences to the bereaved
4747 family of E. V. Niemeyer; and, be it further
4848 RESOLVED, That a copy of this Resolution be prepared for
4949 his family as an expression of deepest sympathy from the Texas
5050 Senate and that when the Senate adjourns this day, it do so in
5151 memory of Vic Niemeyer.
