11 SENATE RESOLUTION NO. 424
22 WHEREAS, On March 25, 2015, proud citizens of two historic
33 West Texas counties are gathering in Austin to celebrate Ward and
44 Winkler Counties Day at the State Capitol; and
55 WHEREAS, The territory of Ward County was originally home
66 to the Apache and Comanche Indians, and in 1881, the Texas and
77 Pacific Railway built a line through the region, with stations at
88 Barstow and Monahans; the county was created out of part of Tom
99 Green County in 1887 and named for Thomas "Peg Leg" Ward, a
1010 soldier in the Texas Revolution who lost his leg to a cannonball;
1111 a center for ranching and farming in its early years, the county
1212 was transformed by the discovery of oil and gas in the 1920s;
1313 during World War II, it was the site of Pyote Army Air Field, and
1414 in 1957, the Monahans Sandhills State Historic Park was created
1515 in the county's northeast corner; and
1616 WHEREAS, Monahans, the Ward County seat, was founded in
1717 1880 by an Irishman named John Thomas Monahan, an employee of the
1818 Texas and Pacific who found water at the site, and it was
1919 incorporated in 1928; situated at the hub of the Permian Basin,
2020 the town boasts a welcoming business environment facilitated by
2121 easy access to two railroads and two interstate highways; today,
2222 the area is stronger and busier than ever, with a sharp increase
2323 in oil drilling and a strong commitment by city and county
2424 officials to upgrade the county's infrastructure and accommodate
2525 the growing need for housing, industry, and retail; and
2626 WHEREAS, The Anasazi were the earliest known people in the
2727 Winkler County area, and then in the 1880s, cattlemen established
2828 large ranches on free state land; Winkler County was carved out
2929 of Tom Green County and named after Clinton W. Winkler, a state
3030 legislator and judge; in 1910, the county was officially
3131 organized and the town of Kermit, named after Theodore
3232 Roosevelt's son, was chosen as county seat; the oil boom of the
3333 1920s brought so many people that residents lived in tents and
3434 makeshift shelters, and a new town, Winkler, sprang up; when the
3535 postal authorities advised that there was another town with that
3636 name, it was swiftly shortened to Wink; and
3737 WHEREAS, During the early boom years, Wink acquired a wild
3838 and freewheeling reputation; now, although its economy is still
3939 based on the petroleum industry and ranching, it is better known
4040 as the hometown of music legend Roy Orbison; his first band, the
4141 Wink Westerners, made its radio debut on Kermit station KERB, and
4242 the Roy Orbison Museum is today one of the town's interesting
4343 attractions; and
4444 WHEREAS, These two storied counties hold a notable place in
4545 frontier history, and through the years, their towns have
4646 demonstrated a unique High Plains flair; the residents of both
4747 counties can indeed take great pride in their colorful past as
4848 they look forward to a bright future; now, therefore, be it
4949 RESOLVED, That the Senate of the State of Texas, 84th
5050 Legislature, hereby recognize March 25, 2015, as Ward and Winkler
5151 Counties Day at the State Capitol and extend to the visiting
5252 delegations sincere best wishes for an informative and enjoyable
5353 visit to Austin.
