2 | 2 | | WHEREAS, On March 25, 2015, proud citizens of two historic |

3 | 3 | | West Texas counties are gathering in Austin to celebrate Ward and |
---|
4 | 4 | | Winkler Counties Day at the State Capitol; and |
---|
5 | 5 | | WHEREAS, The territory of Ward County was originally home |
---|
6 | 6 | | to the Apache and Comanche Indians, and in 1881, the Texas and |
---|
7 | 7 | | Pacific Railway built a line through the region, with stations at |
---|
8 | 8 | | Barstow and Monahans; the county was created out of part of Tom |
---|
9 | 9 | | Green County in 1887 and named for Thomas "Peg Leg" Ward, a |
---|
10 | 10 | | soldier in the Texas Revolution who lost his leg to a cannonball; |
---|
11 | 11 | | a center for ranching and farming in its early years, the county |
---|
12 | 12 | | was transformed by the discovery of oil and gas in the 1920s; |
---|
13 | 13 | | during World War II, it was the site of Pyote Army Air Field, and |
---|
14 | 14 | | in 1957, the Monahans Sandhills State Historic Park was created |
---|
15 | 15 | | in the county's northeast corner; and |
---|
16 | 16 | | WHEREAS, Monahans, the Ward County seat, was founded in |
---|
17 | 17 | | 1880 by an Irishman named John Thomas Monahan, an employee of the |
---|
18 | 18 | | Texas and Pacific who found water at the site, and it was |
---|
19 | 19 | | incorporated in 1928; situated at the hub of the Permian Basin, |
---|
20 | 20 | | the town boasts a welcoming business environment facilitated by |
---|
21 | 21 | | easy access to two railroads and two interstate highways; today, |
---|
22 | 22 | | the area is stronger and busier than ever, with a sharp increase |
---|
23 | 23 | | in oil drilling and a strong commitment by city and county |
---|
24 | 24 | | officials to upgrade the county's infrastructure and accommodate |
---|
25 | 25 | | the growing need for housing, industry, and retail; and |
---|
26 | 26 | | WHEREAS, The Anasazi were the earliest known people in the |
---|
27 | 27 | | Winkler County area, and then in the 1880s, cattlemen established |
---|
28 | 28 | | large ranches on free state land; Winkler County was carved out |
---|
29 | 29 | | of Tom Green County and named after Clinton W. Winkler, a state |
---|
30 | 30 | | legislator and judge; in 1910, the county was officially |
---|
31 | 31 | | organized and the town of Kermit, named after Theodore |
---|
32 | 32 | | Roosevelt's son, was chosen as county seat; the oil boom of the |
---|
33 | 33 | | 1920s brought so many people that residents lived in tents and |
---|
34 | 34 | | makeshift shelters, and a new town, Winkler, sprang up; when the |
---|
35 | 35 | | postal authorities advised that there was another town with that |
---|
36 | 36 | | name, it was swiftly shortened to Wink; and |
---|
37 | 37 | | WHEREAS, During the early boom years, Wink acquired a wild |
---|
38 | 38 | | and freewheeling reputation; now, although its economy is still |
---|
39 | 39 | | based on the petroleum industry and ranching, it is better known |
---|
40 | 40 | | as the hometown of music legend Roy Orbison; his first band, the |
---|
41 | 41 | | Wink Westerners, made its radio debut on Kermit station KERB, and |
---|
42 | 42 | | the Roy Orbison Museum is today one of the town's interesting |
---|
43 | 43 | | attractions; and |
---|
44 | 44 | | WHEREAS, These two storied counties hold a notable place in |
---|
45 | 45 | | frontier history, and through the years, their towns have |
---|
46 | 46 | | demonstrated a unique High Plains flair; the residents of both |
---|
47 | 47 | | counties can indeed take great pride in their colorful past as |
---|
48 | 48 | | they look forward to a bright future; now, therefore, be it |
---|
49 | 49 | | RESOLVED, That the Senate of the State of Texas, 84th |
---|
50 | 50 | | Legislature, hereby recognize March 25, 2015, as Ward and Winkler |
---|
51 | 51 | | Counties Day at the State Capitol and extend to the visiting |
---|
52 | 52 | | delegations sincere best wishes for an informative and enjoyable |
---|
53 | 53 | | visit to Austin. |
