SENATE RESOLUTION NO. 450 WHEREAS, The Senate of the State of Texas is pleased to recognize the Texas State Soil and Water Conservation Board on the occasion of its 75th anniversary; and WHEREAS, The Texas State Soil and Water Conservation Board was established by the Texas Legislature in 1939 in order to address the agricultural practices and problems of wind and water erosion that led to the Dust Bowl devastation of Texas and the Great Plains in the 1930s; and WHEREAS, This landmark legislation called for the creation of soil and water conservation districts; the initiative was designed to be controlled by farmers and ranchers on a voluntary basis and to implement measures that best suited the specific needs of individual landowners; and WHEREAS, Today, the board administers a number of key programs that provide technical and financial assistance to landowners and land managers; among the results of these efforts are enhanced soil resources, more sustainable agriculture, improved water quality, and higher-quality wildlife habitat; and WHEREAS, The Texas State Soil and Water Conservation Board has had a profound impact on the preservation and protection of our state's natural resources, and it is truly deserving of special recognition for its exceptional work; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 84th Legislature, hereby commend the Texas State Soil and Water Conservation Board on its long-term efforts to develop the state's resources and extend to its management and staff best wishes for a memorable 75th anniversary; and, be it further RESOLVED, That a copy of this Resolution be prepared for the board as an expression of high regard from the Texas Senate.
