11 SENATE RESOLUTION NO. 563
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize Texas State Technical College on the occasion of its
44 50th anniversary and to join citizens from across the state in
55 celebrating April 22, 2015, as Texas State Technical College Day
66 at the State Capitol; and
77 WHEREAS, This unique educational institution was created
88 by the 59th Texas Legislature, and the original legislation that
99 created the school was signed into law by Governor John Connally
1010 on April 22, 1965; and
1111 WHEREAS, The James Connally Technical Institute of Texas
1212 A&M University was intended from the start to be, in the words of
1313 Governor Connally, "the most sophisticated technical-vocational
1414 institute in the country"; and
1515 WHEREAS, Under the leadership of its first director,
1616 Dr. Roy Dugger, the institute opened its first campus at the
1717 former James Connally Air Force Base in Waco, and in 1967, it
1818 opened a bilingual technical institute at the former Harlingen
1919 Air Force Base; and
2020 WHEREAS, The James Connally Technical Institute was made
2121 independent of Texas A&M University in 1969 and renamed the Texas
2222 State Technical Institute; over the next two decades, the success
2323 of the school led to the creation of additional campuses in
2424 Amarillo, Sweetwater, McAllen, Abilene, Breckenridge, Brownwood,
2525 and Marshall; and
2626 WHEREAS, In 1991, the Texas Legislature elevated the
2727 status of the campuses, designating them as two-year technical
2828 colleges with a new name, Texas State Technical College, and in
2929 2013, the funding method for the Texas State Technical College
3030 System was placed on a "returned-value" basis, making it the
3131 first college system in the nation whose funding depends entirely
3232 on student success; in the years since that change, Texas State
3333 Technical College has seen a 23 percent increase in student
3434 awards, and a 60 percent increase in first-year earnings for
3535 graduates; and
3636 WHEREAS, Today, working in close collaboration with
3737 industry, government agencies, and other institutions of higher
3838 learning, the 11 locations of the Texas State Technical College
3939 System across the Lone Star State offer vocational students 124
4040 associate degrees and 133 certificate programs and prepare
4141 students for successful, well-paying careers by maintaining a
4242 focus on excellence in technical education; and
4343 WHEREAS, During its first half-century, the Texas State
4444 Technical College System has produced nearly 100,000 graduates
4545 and has truly lived up to the vision of its founders by becoming
4646 one of the most sophisticated technical and vocational
4747 institutions in the nation; now, therefore, be it
4848 RESOLVED, That the Senate of the State of Texas, 84th
4949 Legislature, hereby designate April 22, 2015, as Texas State
5050 Technical College Day at the State Capitol and extend to the
5151 college's administration, staff, and students sincere best wishes
5252 for a memorable 50th anniversary celebration; and, be it further
5353 RESOLVED, That a copy of this Resolution be prepared for
5454 Texas State Technical College as a memento of this special day.
