1	1	SENATE RESOLUTION NO. 563
2	2	WHEREAS, The Senate of the State of Texas is pleased to
3	3	recognize Texas State Technical College on the occasion of its
4	4	50th anniversary and to join citizens from across the state in
5	5	celebrating April 22, 2015, as Texas State Technical College Day
6	6	at the State Capitol; and
7	7	WHEREAS, This unique educational institution was created
8	8	by the 59th Texas Legislature, and the original legislation that
9	9	created the school was signed into law by Governor John Connally
10	10	on April 22, 1965; and
11	11	WHEREAS, The James Connally Technical Institute of Texas
12	12	A&M University was intended from the start to be, in the words of
13	13	Governor Connally, "the most sophisticated technical-vocational
14	14	institute in the country"; and
15	15	WHEREAS, Under the leadership of its first director,
16	16	Dr. Roy Dugger, the institute opened its first campus at the
17	17	former James Connally Air Force Base in Waco, and in 1967, it
18	18	opened a bilingual technical institute at the former Harlingen
19	19	Air Force Base; and
20	20	WHEREAS, The James Connally Technical Institute was made
21	21	independent of Texas A&M University in 1969 and renamed the Texas
22	22	State Technical Institute; over the next two decades, the success
23	23	of the school led to the creation of additional campuses in
24	24	Amarillo, Sweetwater, McAllen, Abilene, Breckenridge, Brownwood,
25	25	and Marshall; and
26	26	WHEREAS, In 1991, the Texas Legislature elevated the
27	27	status of the campuses, designating them as two-year technical
28	28	colleges with a new name, Texas State Technical College, and in
29	29	2013, the funding method for the Texas State Technical College
30	30	System was placed on a "returned-value" basis, making it the
31	31	first college system in the nation whose funding depends entirely
32	32	on student success; in the years since that change, Texas State
33	33	Technical College has seen a 23 percent increase in student
34	34	awards, and a 60 percent increase in first-year earnings for
35	35	graduates; and
36	36	WHEREAS, Today, working in close collaboration with
37	37	industry, government agencies, and other institutions of higher
38	38	learning, the 11 locations of the Texas State Technical College
39	39	System across the Lone Star State offer vocational students 124
40	40	associate degrees and 133 certificate programs and prepare
41	41	students for successful, well-paying careers by maintaining a
42	42	focus on excellence in technical education; and
43	43	WHEREAS, During its first half-century, the Texas State
44	44	Technical College System has produced nearly 100,000 graduates
45	45	and has truly lived up to the vision of its founders by becoming
46	46	one of the most sophisticated technical and vocational
47	47	institutions in the nation; now, therefore, be it
48	48	RESOLVED, That the Senate of the State of Texas, 84th
49	49	Legislature, hereby designate April 22, 2015, as Texas State
50	50	Technical College Day at the State Capitol and extend to the
51	51	college's administration, staff, and students sincere best wishes
52	52	for a memorable 50th anniversary celebration; and, be it further
53	53	RESOLVED, That a copy of this Resolution be prepared for
54	54	Texas State Technical College as a memento of this special day.
