| 2 | 2 | | WHEREAS, Municipal courts provide citizens of the Lone |

| 3 | 3 | | Star State with a local forum where questions of law and fact can |
|---|
| 4 | 4 | | be resolved in regard to alleged violations of state law and |
|---|
| 5 | 5 | | municipal ordinances; and |
|---|
| 6 | 6 | | WHEREAS, Because citizens come into contact with municipal |
|---|
| 7 | 7 | | courts more than any other courts, the public impression of the |
|---|
| 8 | 8 | | Texas judicial system is largely dependent on their experience |
|---|
| 9 | 9 | | there; and |
|---|
| 10 | 10 | | WHEREAS, Judges of the municipal courts function also as |
|---|
| 11 | 11 | | magistrates for the State of Texas, and in that role they perform |
|---|
| 12 | 12 | | such duties as issuing search and arrest warrants, giving |
|---|
| 13 | 13 | | magistrate warnings, and setting bail for offenses ranging from |
|---|
| 14 | 14 | | petty theft to murder; and |
|---|
| 15 | 15 | | WHEREAS, Pledging to be impartial and to conform to the |
|---|
| 16 | 16 | | standards set by the Canons of Judicial Conduct, the estimated |
|---|
| 17 | 17 | | 6,000 employees of municipal courts work diligently to ensure the |
|---|
| 18 | 18 | | fair administration of justice while upholding the rigorous |
|---|
| 19 | 19 | | standards of professionalism; and |
|---|
| 20 | 20 | | WHEREAS, Municipal judges, clerks, court administrators, |
|---|
| 21 | 21 | | prosecutors, juvenile case managers, bailiffs, and warrant |
|---|
| 22 | 22 | | officers continually strive to improve the administration of |
|---|
| 23 | 23 | | justice through participation in judicial and continuing |
|---|
| 24 | 24 | | education programs, seminars, workshops, and the annual meetings |
|---|
| 25 | 25 | | of their state and local professional organizations; and |
|---|
| 26 | 26 | | WHEREAS, Municipal courts in Texas play a vital role in |
|---|
| 27 | 27 | | preserving public safety, protecting the quality of life for area |
|---|
| 28 | 28 | | residents, and deterring future criminal behavior, and it is |
|---|
| 29 | 29 | | indeed fitting to recognize municipal judges and court support |
|---|
| 30 | 30 | | personnel for their exemplary dedication to the communities they |
|---|
| 31 | 31 | | serve; now, therefore, be it |
|---|
| 32 | 32 | | RESOLVED, That the Senate of the State of Texas, 84th |
|---|
| 33 | 33 | | Legislature, hereby recognize November 7-11, 2016, as Municipal |
|---|
| 34 | 34 | | Courts Week and take special note of the important work performed |
|---|
| 35 | 35 | | by all those associated with the state's municipal courts. |
