44 Cecil Proctor
55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of Cecil Ray Proctor, who died April 10,
77 2015, at the age of 69; and
88 WHEREAS, Cecil Proctor was born on August 11, 1945, in
99 Marquez, to Herman Proctor and Esther Alexander; he married the
1010 love of his life, Mollie Proctor, on April 25, 1970, and the
1111 couple raised five children together, Dawn, Yolanda, LaKitsha,
1212 Rachel, and the late Gilbert; they were blessed with nine
1313 grandchildren and two great-grandchildren; and
1414 WHEREAS, Mr. Proctor dedicated his life to serving others as
1515 a pastor and an elder in the Church of God in Christ, Incorporated;
1616 he was the founder of the Neighborhood House of Prayer Family
1717 Church and served as its pastor for nearly 40 years; and
1818 WHEREAS, He established the Neighborhood Christian Learning
1919 Center of Dallas, Incorporated, a licensed early childhood
2020 facility that has been recognized by the Texas Education Agency as
2121 a PreK Center of Excellence; and
2222 WHEREAS, He played an important role in helping those who
2323 needed support in their lives by creating the Neighborhood Outreach
2424 Center of Hope, a 24-hour rehabilitation center and shelter for
2525 recovering drug addicts and former prison inmates; and
2626 WHEREAS, He touched countless lives through his weekly
2727 radio broadcast, Prayer of Faith; in recognition of the profound
2828 impact he had on the fabric of life in his community, he was
2929 inducted into the Elite News Religious Hall of Fame; and
3030 WHEREAS, He was a man of courage, strength, and compassion
3131 who gave unselfishly to others, and his generous spirit, his
3232 charismatic personality, and his enthusiasm for living each day
3333 to the fullest will not be forgotten; and
3434 WHEREAS, He was a devoted husband, father, and
3535 grandfather, and he leaves behind memories that will be treasured
3636 forever by all who were privileged to share in his life; now,
3737 therefore, be it
3838 RESOLVED, That the Senate of the State of Texas, 84th
3939 Legislature, hereby extend sincere condolences to the bereaved
4040 family of Cecil Ray Proctor; and, be it further
4141 RESOLVED, That a copy of this Resolution be prepared for
4242 his family as an expression of deepest sympathy from the Texas
4343 Senate and that when the Senate adjourns this day, it do so in
4444 memory of Cecil Ray Proctor.
