5 | 5 | | WHEREAS, The Senate of the State of Texas honors and |
---|
6 | 6 | | commemorates the life of Cecil Ray Proctor, who died April 10, |
---|
7 | 7 | | 2015, at the age of 69; and |
---|
8 | 8 | | WHEREAS, Cecil Proctor was born on August 11, 1945, in |
---|
9 | 9 | | Marquez, to Herman Proctor and Esther Alexander; he married the |
---|
10 | 10 | | love of his life, Mollie Proctor, on April 25, 1970, and the |
---|
11 | 11 | | couple raised five children together, Dawn, Yolanda, LaKitsha, |
---|
12 | 12 | | Rachel, and the late Gilbert; they were blessed with nine |
---|
13 | 13 | | grandchildren and two great-grandchildren; and |
---|
14 | 14 | | WHEREAS, Mr. Proctor dedicated his life to serving others as |
---|
15 | 15 | | a pastor and an elder in the Church of God in Christ, Incorporated; |
---|
16 | 16 | | he was the founder of the Neighborhood House of Prayer Family |
---|
17 | 17 | | Church and served as its pastor for nearly 40 years; and |
---|
18 | 18 | | WHEREAS, He established the Neighborhood Christian Learning |
---|
19 | 19 | | Center of Dallas, Incorporated, a licensed early childhood |
---|
20 | 20 | | facility that has been recognized by the Texas Education Agency as |
---|
21 | 21 | | a PreK Center of Excellence; and |
---|
22 | 22 | | WHEREAS, He played an important role in helping those who |
---|
23 | 23 | | needed support in their lives by creating the Neighborhood Outreach |
---|
24 | 24 | | Center of Hope, a 24-hour rehabilitation center and shelter for |
---|
25 | 25 | | recovering drug addicts and former prison inmates; and |
---|
26 | 26 | | WHEREAS, He touched countless lives through his weekly |
---|
27 | 27 | | radio broadcast, Prayer of Faith; in recognition of the profound |
---|
28 | 28 | | impact he had on the fabric of life in his community, he was |
---|
29 | 29 | | inducted into the Elite News Religious Hall of Fame; and |
---|
30 | 30 | | WHEREAS, He was a man of courage, strength, and compassion |
---|
31 | 31 | | who gave unselfishly to others, and his generous spirit, his |
---|
32 | 32 | | charismatic personality, and his enthusiasm for living each day |
---|
33 | 33 | | to the fullest will not be forgotten; and |
---|
34 | 34 | | WHEREAS, He was a devoted husband, father, and |
---|
35 | 35 | | grandfather, and he leaves behind memories that will be treasured |
---|
36 | 36 | | forever by all who were privileged to share in his life; now, |
---|
37 | 37 | | therefore, be it |
---|
38 | 38 | | RESOLVED, That the Senate of the State of Texas, 84th |
---|
39 | 39 | | Legislature, hereby extend sincere condolences to the bereaved |
---|
40 | 40 | | family of Cecil Ray Proctor; and, be it further |
---|
41 | 41 | | RESOLVED, That a copy of this Resolution be prepared for |
---|
42 | 42 | | his family as an expression of deepest sympathy from the Texas |
---|
43 | 43 | | Senate and that when the Senate adjourns this day, it do so in |

44 | 44 | | memory of Cecil Ray Proctor. |
