2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

3 | 3 | | recognize the Paso del Norte Health Foundation on the occasion of |
---|
4 | 4 | | its 20th anniversary; and |
---|
5 | 5 | | WHEREAS, Founded on September 30, 1995, the foundation was |
---|
6 | 6 | | established to serve the communities of the Paso del Norte |
---|
7 | 7 | | region; the region includes El Paso and Hudspeth Counties in |
---|
8 | 8 | | Texas, Dona Ana, Luna, and Otero Counties in New Mexico, and the |
---|
9 | 9 | | City of Juarez, Chihuahua, Mexico; and |
---|
10 | 10 | | WHEREAS, The foundation's leadership in health promotion and |
---|
11 | 11 | | disease prevention has played a significant role in the improved |
---|
12 | 12 | | health and quality of life of the region's residents; and |
---|
13 | 13 | | WHEREAS, The foundation's numerous health improvement |
---|
14 | 14 | | initiatives have been recognized by its peers in the United States |
---|
15 | 15 | | and in other countries as exemplary initiatives that can be used in |
---|
16 | 16 | | numerous communities to solve complex health issues; and |
---|
17 | 17 | | WHEREAS, The foundation's leaders maintain the trust of the |
---|
18 | 18 | | initial investment of $130 million received from the sale of the |
---|
19 | 19 | | nonprofit Providence Memorial Hospital; and |
---|
20 | 20 | | WHEREAS, The foundation's goal of maintaining the investment |
---|
21 | 21 | | trust for generations to come has provided the Paso del Norte region |
---|
22 | 22 | | with resources for health promotion and disease prevention projects |
---|
23 | 23 | | while still maintaining more than $200 million in holdings; and |
---|
24 | 24 | | WHEREAS, The foundation and its community partners |
---|
25 | 25 | | collaboratively develop health initiatives to bring about a |
---|
26 | 26 | | significant reduction in the number of area citizens who smoke |
---|
27 | 27 | | and have sedentary lifestyles and to prevent teenage pregnancy |
---|
28 | 28 | | and obesity; their initiatives have also been responsible for |
---|
29 | 29 | | significant improvements in regional access to clean water, |
---|
30 | 30 | | school health programs, early childhood development programs, |
---|
31 | 31 | | and lead and pesticide education; and |
---|
32 | 32 | | WHEREAS, As an accountable community leader, the |
---|
33 | 33 | | foundation shares what is learned through evaluation and |
---|
34 | 34 | | research with other areas of the world so that its initiatives |
---|
35 | 35 | | can be refined or replicated and to prevent inappropriate |
---|
36 | 36 | | duplication of effort; now, therefore, be it |
---|
37 | 37 | | RESOLVED, That the Senate of the State of Texas, 84th |
---|
38 | 38 | | Legislature, hereby commend the Paso del Norte Health Foundation on |
---|
39 | 39 | | its outstanding service to the people of the Paso del Norte region |
---|
40 | 40 | | and extend congratulations to all associated with the foundation on |
---|
41 | 41 | | the occasion of its 20th anniversary; and, be it further |
---|
42 | 42 | | RESOLVED, That a copy of this Resolution be prepared for |
---|
43 | 43 | | the foundation as an expression of esteem from the Texas Senate. |
