4 | 4 | | Award from the Collin County Republican Party; and |

5 | 5 | | WHEREAS, Named for former Melissa justice of the peace and |

6 | 6 | | Republican Party stalwart John King McVeigh, this lifetime |

7 | 7 | | achievement award is presented annually to an individual who has |
---|
8 | 8 | | made significant contributions to the Collin County Republican |
---|
9 | 9 | | Party; and |

10 | 10 | | WHEREAS, A resident of the county since 1989, Judge John |
---|
11 | 11 | | Payton became the justice of the peace for Precinct 3, Place 2, in |
---|
12 | 12 | | January 1991; he was only 18 years old at the time, earning a |
---|
13 | 13 | | long-standing record in the Guinness Book of World Records as the |
---|
14 | 14 | | youngest person ever elected as a judge; and |
---|
15 | 15 | | WHEREAS, In the 24 years since, Judge Payton has presided |
---|
16 | 16 | | over and managed a total of 174,000 cases and each year supervises |
---|
17 | 17 | | more than 10,000 hours of community service by youthful offenders; |
---|
18 | 18 | | he is known for his creative handling of truancy cases, offering |
---|
19 | 19 | | troubled young people a second chance through counseling and by |
---|
20 | 20 | | impressing upon them the need to take personal responsibility for |
---|
21 | 21 | | their actions; and |
---|
22 | 22 | | WHEREAS, Judge Payton has served as president of two North |
---|
23 | 23 | | Texas professional associations as well as a civic group |
---|
24 | 24 | | dedicated to community service, and he has been recognized by the |
---|
25 | 25 | | Plano Independent School District as a Centennial Hero; and |
---|
26 | 26 | | WHEREAS, For nearly a quarter of a century, John Payton has |
---|
27 | 27 | | distinguished himself as an elected official while working |
---|
28 | 28 | | tirelessly in behalf of his political ideals, and he is truly |
---|
29 | 29 | | deserving of this prestigious award; now, therefore, be it |
---|
30 | 30 | | RESOLVED, That the Senate of the State of Texas, 84th |
---|
31 | 31 | | Legislature, hereby congratulate Collin County justice of the |
---|
32 | 32 | | peace John Edward Payton for receiving the John McVeigh Award |
---|
33 | 33 | | from the Collin County Republican Party and extend to him sincere |
---|
34 | 34 | | best wishes for continued success; and, be it further |
