| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize noted attorney and activist Jim Harrington, who is |
|---|
| 4 | 4 | | retiring from the Texas Civil Rights Project after 25 years of |
|---|
| 5 | 5 | | outstanding leadership; and |
|---|
| 6 | 6 | | WHEREAS, Mr. Harrington earned his law degree from the |
|---|
| 7 | 7 | | University of Detroit in 1973; he spent 10 years as a director of |
|---|
| 8 | 8 | | the South Texas Project, and during his tenure, he helped |
|---|
| 9 | 9 | | safeguard the rights of farmworkers and indigent citizens in the |
|---|
| 10 | 10 | | Rio Grande Valley and litigated cases of discrimination and |
|---|
| 11 | 11 | | police brutality; and |
|---|
| 12 | 12 | | WHEREAS, Mr. Harrington founded the Texas Civil Rights |
|---|
| 13 | 13 | | Project in 1990; the organization uses litigation, education, |
|---|
| 14 | 14 | | and social services to secure racial, social, and economic |
|---|
| 15 | 15 | | justice for those least able to defend themselves; and |
|---|
| 16 | 16 | | WHEREAS, Under Mr. Harrington's exceptional leadership, |
|---|
| 17 | 17 | | the Texas Civil Rights Project has succeeded in making |
|---|
| 18 | 18 | | substantial systemic gains in justice for Texans of limited means |
|---|
| 19 | 19 | | in the areas of voting rights, police and border patrol |
|---|
| 20 | 20 | | misconduct, sex discrimination, employment bias, privacy, and |
|---|
| 21 | 21 | | grand jury discrimination; and |
|---|
| 22 | 22 | | WHEREAS, Jim Harrington has been a steadfast defender of |
|---|
| 23 | 23 | | the civil rights and liberties of Texans, and it is truly fitting |
|---|
| 24 | 24 | | that he receive special recognition for his many contributions to |
|---|
| 25 | 25 | | the administration of justice in our state; now, therefore, be it |
|---|
| 26 | 26 | | RESOLVED, That the Senate of the State of Texas, 84th |
|---|
| 27 | 27 | | Legislature, hereby commend Jim Harrington on his invaluable |
|---|
| 28 | 28 | | stewardship of the Texas Civil Rights Project and extend to him |
|---|
| 29 | 29 | | best wishes for continued success in all his endeavors; and, be |
|---|
