5 | 5 | | WHEREAS, The Senate of the State of Texas honors and |
---|
6 | 6 | | commemorates the life of Howard Newton Richards, who died |
---|
7 | 7 | | April 27, 2015, at the age of 81; and |
---|
8 | 8 | | WHEREAS, Howard Richards was born April 3, 1934, in |
---|
9 | 9 | | Brownsville, to C. K. Richards and Dorothy Wilson Richards; he |
---|
10 | 10 | | graduated from San Angelo High School in 1952 and earned his |
---|
11 | 11 | | bachelor's degree and a law degree from The University of Texas |
---|
12 | 12 | | at Austin, where he was a member of the Texas Cowboys and Phi |
---|
13 | 13 | | Kappa Psi Fraternity; and |
---|
14 | 14 | | WHEREAS, He was married to the late Katherine Ross for 18 |
---|
15 | 15 | | years; he married Janis Barr Southerland in 1984, and the couple |
---|
16 | 16 | | spent more than 30 years together; his children, Pamela and Kent, |
---|
17 | 17 | | and his grandchildren, Katherine, Parker, Elizabeth, and Evan, |
---|
18 | 18 | | were a source of much pride and joy for him; and |
---|
19 | 19 | | WHEREAS, Mr. Richards enjoyed a long and fulfilling career |
---|
20 | 20 | | in the practice of law in both Beaumont and Austin; he also held |
---|
21 | 21 | | several important positions on the staff of Governor Dolph |
---|
22 | 22 | | Briscoe, including that of legislative liaison to the 63rd and |
---|
23 | 23 | | 64th Texas Legislatures, as well as that of liaison to the |
---|
24 | 24 | | Constitutional Convention; and |
---|
25 | 25 | | WHEREAS, He had a lifelong passion for The University of |
---|
26 | 26 | | Texas, and he served on The University of Texas System Board of |
---|
27 | 27 | | Regents from 1979 through 1985; he was also a member of the Men's |
---|
28 | 28 | | Athletic Council, the Texas Marine Science Advisory Council, the |
---|
29 | 29 | | Center for American History Advisory Council, and the |
---|
30 | 30 | | Chancellor's Council; and |
---|
31 | 31 | | WHEREAS, A man of courage, strength, and compassion, he |
---|
32 | 32 | | gave unselfishly to others; he will be long remembered for his |
---|
33 | 33 | | independent spirit and dignity and for his enthusiasm for living |
---|
34 | 34 | | each day to the fullest; and |
---|
35 | 35 | | WHEREAS, He was a devoted husband, father, and grandfather, |
---|
36 | 36 | | and he leaves behind memories that will be treasured forever by |
---|
37 | 37 | | his family and countless friends; now, therefore, be it |
---|
38 | 38 | | RESOLVED, That the Senate of the State of Texas, 84th |
---|
39 | 39 | | Legislature, hereby extend sincere condolences to the bereaved |
---|
40 | 40 | | family of Howard Newton Richards; and, be it further |
---|
41 | 41 | | RESOLVED, That a copy of this Resolution be prepared for |
---|
42 | 42 | | his family as an expression of deepest sympathy from the Texas |
---|
43 | 43 | | Senate and that when the Senate adjourns this day, it do so in |
---|
44 | 44 | | memory of Howard Richards. |
