55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of Howard Newton Richards, who died
77 April 27, 2015, at the age of 81; and
88 WHEREAS, Howard Richards was born April 3, 1934, in
99 Brownsville, to C. K. Richards and Dorothy Wilson Richards; he
1010 graduated from San Angelo High School in 1952 and earned his
1111 bachelor's degree and a law degree from The University of Texas
1212 at Austin, where he was a member of the Texas Cowboys and Phi
1313 Kappa Psi Fraternity; and
1414 WHEREAS, He was married to the late Katherine Ross for 18
1515 years; he married Janis Barr Southerland in 1984, and the couple
1616 spent more than 30 years together; his children, Pamela and Kent,
1717 and his grandchildren, Katherine, Parker, Elizabeth, and Evan,
1818 were a source of much pride and joy for him; and
1919 WHEREAS, Mr. Richards enjoyed a long and fulfilling career
2020 in the practice of law in both Beaumont and Austin; he also held
2121 several important positions on the staff of Governor Dolph
2222 Briscoe, including that of legislative liaison to the 63rd and
2323 64th Texas Legislatures, as well as that of liaison to the
2424 Constitutional Convention; and
2525 WHEREAS, He had a lifelong passion for The University of
2626 Texas, and he served on The University of Texas System Board of
2727 Regents from 1979 through 1985; he was also a member of the Men's
2828 Athletic Council, the Texas Marine Science Advisory Council, the
2929 Center for American History Advisory Council, and the
3030 Chancellor's Council; and
3131 WHEREAS, A man of courage, strength, and compassion, he
3232 gave unselfishly to others; he will be long remembered for his
3333 independent spirit and dignity and for his enthusiasm for living
3434 each day to the fullest; and
3535 WHEREAS, He was a devoted husband, father, and grandfather,
3636 and he leaves behind memories that will be treasured forever by
3737 his family and countless friends; now, therefore, be it
3838 RESOLVED, That the Senate of the State of Texas, 84th
3939 Legislature, hereby extend sincere condolences to the bereaved
4040 family of Howard Newton Richards; and, be it further
4141 RESOLVED, That a copy of this Resolution be prepared for
4242 his family as an expression of deepest sympathy from the Texas
4343 Senate and that when the Senate adjourns this day, it do so in
4444 memory of Howard Richards.
