2	2	WHEREAS, Hispanic Women in Leadership is proudly welcoming
3	3	Texas First Lady Cecilia Phalen Abbott as the keynote speaker at
4	4	the organization's Excellence in Education Scholarship Luncheon
5	5	in Houston on June 4, 2015; and
6	6	WHEREAS, The granddaughter of immigrants from Mexico,
7	7	Cecilia Abbott is the first Hispanic woman in Texas history to
8	8	occupy the Governor's Mansion; she was raised in San Antonio,
9	9	where her parents instilled in her a belief in the power of
10	10	education; she studied for two years at The University of Texas
11	11	at Austin before going on to earn a bachelor's degree in
12	12	psychology and master's degrees in education and theology at the
13	13	University of Saint Thomas in Houston; and
14	14	WHEREAS, Mrs. Abbott has enjoyed a successful career in
15	15	education and health care; she worked as a teacher, vice
16	16	principal, and principal at several schools, and she was the
17	17	managing director of community relations at Harden Healthcare, a
18	18	network of facilities and programs for aging adults;
19	19	additionally, she was appointed to the State Board for Educator
20	20	Certification by Governor Rick Perry and served on the board from
21	21	2001 to 2008; and
22	22	WHEREAS, Known for her leadership and engagement in her
23	23	community, Mrs. Abbott has volunteered her time on the boards of
24	24	Huston-Tillotson University and the University of Saint Thomas,
25	25	as well as on advisory boards for the Austin Diocesan School and
26	26	the Holy Trinity Seminary; other organizations that have
27	27	benefited from her involvement are the Women's Symphony League,
28	28	the National Charity League, and the Dell Children's Women's
29	29	Trust, and she further distinguished herself on advisory boards
30	30	for the National Center for Missing and Exploited Children,
31	31	Ballet Austin, and the Principals' Center at the Harvard Graduate
32	32	School of Education; and
33	33	WHEREAS, Mrs. Abbott met her future husband, Governor Greg
34	34	Abbott, while she was a student at The University of Texas at
35	35	Austin; the couple have shared a rewarding marriage that has
36	36	lasted 33 years, and they take great pride in their daughter,
37	37	Audrey; and
38	38	WHEREAS, A devoted wife, mother, educator, civic leader,
39	39	and humanitarian, First Lady Cecilia Abbott has excelled in many
40	40	roles and areas of endeavor, and it is a distinct privilege to
41	41	join members of Hispanic Women in Leadership in recognizing her
42	42	achievements and her steadfast commitment to the people of Texas;
43	43	now, therefore, be it
44	44	RESOLVED, That the Senate of the State of Texas, 84th
45	45	Legislature, hereby honor First Lady Cecilia Phalen Abbott on the
46	46	occasion of her address at the Excellence in Education
47	47	Scholarship Luncheon and extend to her sincere best wishes for
48	48	continued success in all her endeavors; and, be it further
49	49	RESOLVED, That an official copy of this Resolution be
50	50	prepared for Mrs. Abbott as an expression of high regard from the
51	51	Texas Senate.
