11 SENATE RESOLUTION NO. 940
22 WHEREAS, Hispanic Women in Leadership is proudly welcoming
33 Texas First Lady Cecilia Phalen Abbott as the keynote speaker at
44 the organization's Excellence in Education Scholarship Luncheon
55 in Houston on June 4, 2015; and
66 WHEREAS, The granddaughter of immigrants from Mexico,
77 Cecilia Abbott is the first Hispanic woman in Texas history to
88 occupy the Governor's Mansion; she was raised in San Antonio,
99 where her parents instilled in her a belief in the power of
1010 education; she studied for two years at The University of Texas
1111 at Austin before going on to earn a bachelor's degree in
1212 psychology and master's degrees in education and theology at the
1313 University of Saint Thomas in Houston; and
1414 WHEREAS, Mrs. Abbott has enjoyed a successful career in
1515 education and health care; she worked as a teacher, vice
1616 principal, and principal at several schools, and she was the
1717 managing director of community relations at Harden Healthcare, a
1818 network of facilities and programs for aging adults;
1919 additionally, she was appointed to the State Board for Educator
2020 Certification by Governor Rick Perry and served on the board from
2121 2001 to 2008; and
2222 WHEREAS, Known for her leadership and engagement in her
2323 community, Mrs. Abbott has volunteered her time on the boards of
2424 Huston-Tillotson University and the University of Saint Thomas,
2525 as well as on advisory boards for the Austin Diocesan School and
2626 the Holy Trinity Seminary; other organizations that have
2727 benefited from her involvement are the Women's Symphony League,
2828 the National Charity League, and the Dell Children's Women's
2929 Trust, and she further distinguished herself on advisory boards
3030 for the National Center for Missing and Exploited Children,
3131 Ballet Austin, and the Principals' Center at the Harvard Graduate
3232 School of Education; and
3333 WHEREAS, Mrs. Abbott met her future husband, Governor Greg
3434 Abbott, while she was a student at The University of Texas at
3535 Austin; the couple have shared a rewarding marriage that has
3636 lasted 33 years, and they take great pride in their daughter,
3737 Audrey; and
3838 WHEREAS, A devoted wife, mother, educator, civic leader,
3939 and humanitarian, First Lady Cecilia Abbott has excelled in many
4040 roles and areas of endeavor, and it is a distinct privilege to
4141 join members of Hispanic Women in Leadership in recognizing her
4242 achievements and her steadfast commitment to the people of Texas;
4343 now, therefore, be it
4444 RESOLVED, That the Senate of the State of Texas, 84th
4545 Legislature, hereby honor First Lady Cecilia Phalen Abbott on the
4646 occasion of her address at the Excellence in Education
4747 Scholarship Luncheon and extend to her sincere best wishes for
4848 continued success in all her endeavors; and, be it further
4949 RESOLVED, That an official copy of this Resolution be
5050 prepared for Mrs. Abbott as an expression of high regard from the
5151 Texas Senate.
