1	1	SENATE RESOLUTION NO. 948
2	2	WHEREAS, The Senate of the State of Texas is pleased to
3	3	recognize Dr. Norman C. Francis, who is retiring as president of
4	4	Xavier University of Louisiana on June 30, 2015, after 56 years
5	5	of distinguished service at the institution; and
6	6	WHEREAS, Dr. Francis is a greatly respected leader in the
7	7	field of higher education; he has served as president of Xavier
8	8	University of Louisiana for 47 years, and under his leadership,
9	9	the university has earned a stellar reputation for academic
10	10	excellence and student achievement; and
11	11	WHEREAS, Dr. Francis has worked diligently to ensure the
12	12	success of the university and of the students who have enrolled
13	13	at the school throughout his tenure; in 2015, the institution was
14	14	named one of the nation's best colleges by the Princeton Review; and
15	15	WHEREAS, Xavier University of Louisiana is ranked number
16	16	one in the nation by number of bachelor's degrees awarded to
17	17	African American students in biological and biomedical sciences,
18	18	physical sciences, and physics and is also ranked number one by
19	19	number of African American graduates who go on to complete
20	20	medical school; 71 percent of students at the university are
21	21	enrolled in science, technology, engineering, or mathematics
22	22	programs; and
23	23	WHEREAS, Dr. Francis has played a key role in the long and
24	24	distinguished history of Xavier University of Louisiana; his
25	25	professional contributions have positioned the university to
26	26	continue on a path of success well into the future, and his
27	27	presence will be greatly missed; and
28	28	WHEREAS, In recognition of his exemplary service,
29	29	Dr. Francis is being honored at a special ceremony at the
30	30	historic Julia Ideson Public Library in Houston on May 23, 2015;
31	31	now, therefore, be it
32	32	RESOLVED, That the Senate of the State of Texas, 84th
33	33	Legislature, hereby commend Dr. Norman C. Francis on his
34	34	exceptional leadership as president of Xavier University of
35	35	Louisiana and extend to him best wishes for the future; and, be
36	36	it further
37	37	RESOLVED, That a copy of this Resolution be prepared for
38	38	him as an expression of esteem from the Texas Senate.
