9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter A, Chapter 31, Election Code, is |
---|
11 | 11 | | amended by adding Section 31.013 to read as follows: |

12 | 12 | | Sec. 31.013. STUDY ON IMPLEMENTATION OF VOTER |
---|
13 | 13 | | IDENTIFICATION REQUIREMENTS. (a) The secretary of state shall |
---|
14 | 14 | | conduct a study on the implementation of the changes in law made by |
---|
15 | 15 | | Chapter 123 (S.B. 14), Acts of the 82nd Legislature, Regular |
---|
16 | 16 | | Session, 2011, including: |
---|
17 | 17 | | (1) the costs of implementation; |
---|
18 | 18 | | (2) additional requirements for election workers to |
---|
19 | 19 | | accept a voter; |
---|
20 | 20 | | (3) the amount of time needed to accept a voter at the |
---|
21 | 21 | | polling place; and |
---|
22 | 22 | | (4) training, if any, provided to election workers at |
---|
23 | 23 | | the county and precinct levels. |
---|
24 | 24 | | (b) Not later than January 1, 2019, the secretary of state |
---|
25 | 25 | | shall report the study's findings to the committees of each house of |
---|
26 | 26 | | the legislature with jurisdiction over elections. |
---|
27 | 27 | | (c) This section expires September 1, 2019. |
---|
28 | 28 | | SECTION 2. This Act takes effect immediately if it receives |
---|
29 | 29 | | a vote of two-thirds of all the members elected to each house, as |
---|
30 | 30 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
31 | 31 | | Act does not receive the vote necessary for immediate effect, this |
---|
32 | 32 | | Act takes effect September 1, 2017. |
