55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to duties of a school district board of trustees.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 11.1511(b), Education Code, is amended
1010 to read as follows:
1111 (b) The board shall:
1212 (1) seek to establish working relationships with other
1313 public entities to make effective use of community resources and to
1414 serve the needs of public school students in the community;
1515 (2) adopt a vision statement and comprehensive goals
1616 for the district and the superintendent and monitor progress toward
1717 those goals;
1818 (3) establish performance goals for the district
1919 concerning:
2020 (A) the academic and fiscal performance
2121 indicators under Subchapters C, D, and J, Chapter 39; and
2222 (B) any performance indicators adopted by the
2323 district;
2424 (4) ensure that the superintendent:
2525 (A) is accountable for achieving performance
2626 results;
2727 (B) recognizes performance accomplishments; and
2828 (C) takes action as necessary to meet performance
2929 goals;
3030 (5) adopt a policy to establish a district- and
3131 campus-level planning and decision-making process as required
3232 under Section 11.251;
3333 (6) publish an annual educational performance report
3434 as required under Section 39.306;
3535 (7) adopt an annual budget for the district as
3636 required under Section 44.004;
3737 (8) adopt a tax rate each fiscal year as required under
3838 Section 26.05, Tax Code;
3939 (9) monitor district finances to ensure that the
4040 superintendent is properly maintaining the district's financial
4141 procedures and records;
4242 (10) ensure that district fiscal accounts are audited
4343 annually as required under Section 44.008;
4444 (11) publish an end-of-year financial report for
4545 distribution to the community;
4646 (12) conduct elections as required by law;
4747 (13) by rule, adopt a process through which district
4848 personnel, students or the parents or guardians of students, and
4949 members of the public may obtain a hearing from the district
5050 administrators and the board regarding a complaint;
5151 (14) make decisions relating to terminating the
5252 employment of district employees employed under a contract to which
5353 Chapter 21 applies, including terminating or not renewing an
5454 employment contract to which that chapter applies; [and]
5555 (15) not later than the 10th day of each month, publish
5656 a district report that includes:
5757 (A) all academic policies of the district;
5858 (B) current details of district finances;
5959 (C) minutes of all board meetings conducted
6060 during the preceding month; and
6161 (D) all plans and objectives under consideration
6262 by the board regarding the district; and
6363 (16) carry out other powers and duties as provided by
6464 this code or other law.
6565 SECTION 2. This Act takes effect September 1, 2017.
