| 14 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 15 | 9 | | SECTION 1. Section 75.0022(b), Civil Practice and Remedies |
|---|
| 16 | 10 | | Code, is amended to read as follows: |
|---|
| 17 | 11 | | (b) This section applies only to an electric utility located |
|---|
| 18 | 12 | | in: |
|---|
| 19 | 13 | | (1) a county with a population of four million or more; |
|---|
| 20 | 14 | | or |
|---|
| 21 | 15 | | (2) a county with a population of 550,000 or more that |
|---|
| 22 | 16 | | is adjacent to a county described by Subdivision (1). |
|---|
| 23 | 17 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 24 | 18 | | to a cause of action that accrues on or after the effective date of |
|---|
| 25 | 19 | | this Act. A cause of action that accrues before the effective date |
|---|
| 26 | 20 | | of this Act is governed by the law in effect immediately before that |
|---|
| 27 | 21 | | date, and that law is continued in effect for that purpose. |
|---|
| 28 | 22 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 29 | 23 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 30 | 24 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 31 | 25 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 32 | 26 | | Act takes effect September 1, 2017. |
