44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to a requirement that a student's postsecondary transcript
77 include the average or median grade awarded in each class.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter Z, Chapter 51, Education Code, is
1010 amended by adding Section 51.979 to read as follows:
1111 Sec. 51.979. TRANSPARENCY IN STUDENT TRANSCRIPTS. (a) In
1212 this section, "general academic teaching institution" has the
1313 meaning assigned by Section 61.003.
1414 (b) Each general academic teaching institution shall
1515 include on a student's transcript, for each class attempted by the
1616 student, the average grade that was awarded to all students in the
1717 class. For a class for which letter grades are awarded, the
1818 institution shall include on the transcript the median grade that
1919 was awarded to all students in the class.
2020 The institution shall
2121 place the average or median grade, as applicable, immediately to
2222 the right of the student's individual grade.
2323 (c) Subsection (b) does not apply to a class:
2424 (1) offered to students solely on a pass-fail basis or
2525 for independent study credit; or
2626 (2) in which grades are reported for 10 students or
2727 fewer.
2828 (d) The Texas Higher Education Coordinating Board shall
2929 adopt rules to administer this section.
3030 SECTION 2. The Texas Higher Education Coordinating Board
3131 shall adopt the rules required by Section 51.979, Education Code,
3232 as added by this Act, as soon as practicable after this Act takes
3333 effect. For that purpose, the coordinating board may adopt the
3434 initial rules in the manner provided by law for emergency rules.
3535 SECTION 3. The change in law made by this Act applies
3636 beginning with the 2017 fall semester.
3737 SECTION 4. This Act takes effect immediately if it receives
3838 a vote of two-thirds of all the members elected to each house, as
3939 provided by Section 39, Article III, Texas Constitution. If this
4040 Act does not receive the vote necessary for immediate effect, this
4141 Act takes effect September 1, 2017.
