                    BILL ANALYSIS             H.B. 1180     By: Goldman     Public Education     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties note the absence of a uniform last day of school for public school students. H.B. 1180 seeks to create one with the intention of ensuring the prudent use of time and financial resources.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 1180 amends the Education Code to prohibit a public school district from scheduling the last day of school for students for a school year after the Friday preceding Memorial Day and to authorize a district to schedule the last day of school for students for a school year after that Friday if the district operates a year-round system. The bill authorizes a district that adopts a year-round system to modify the date of the last day of school for a school year for a school that was operating year-round for the 2016-2017 school year. The bill's provisions apply beginning with the 2018-2019 school year.        EFFECTIVE DATE    May 1, 2018.
