55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study on the effectiveness of Operation Secure Texas.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. DEFINITION. In this Act, "Homeland Security
1010 Council" means the advisory entity created under Subchapter B,
1111 Chapter 421, Government Code.
1212 SECTION 2. STUDY OF OPERATION SECURE TEXAS. The Homeland
1313 Security Council shall conduct a study to evaluate the
1414 effectiveness of Operation Secure Texas.
1515 SECTION 3. SCOPE OF STUDY. (a) The study must:
1616 (1) evaluate how effectively state financial
1717 resources were used to address the threat of drug cartel crime along
1818 the international border during the operation;
1919 (2) evaluate how effectively state financial
2020 resources are currently being used to address the threat of drug
2121 cartel crime along the international border;
2222 (3) compare the estimated amount of controlled
2323 substances illegally transported across the border during
2424 Operation Secure Texas with the amount of controlled substances
2525 illegally transported across the border during a comparable period
2626 immediately before the date the operation began; and
2727 (4) compare the estimated number of firearms illegally
2828 transported across the border during Operation Secure Texas with
2929 the estimated number of firearms illegally transported across the
3030 border during a comparable period immediately before the date the
3131 operation began.
3232 (b) In conducting the study, the Homeland Security Council
3333 shall solicit input from and collaborate with:
3434 (1) local law enforcement agencies and officials,
3535 including county sheriffs' departments and local police
3636 departments, on best practices for improving state efforts to
3737 combat drug and firearms trafficking; and
3838 (2) to the extent feasible, the United States Border
3939 Patrol.
4040 SECTION 4. REPORT AND RECOMMENDATIONS. (a) The Homeland
4141 Security Council shall issue a written report to the governor, the
4242 lieutenant governor, and the speaker of the house of
4343 representatives that includes the council's findings.
4444 (b) The report must be issued not later than November 30,
4545 2018.
4646 SECTION 5. EXPIRATION. This Act expires December 1, 2018.
4747 SECTION 6. EFFECTIVE DATE. This Act takes effect September
4848 1, 2017.
