55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to allocation of grants from the transportation
88 infrastructure fund.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 256.103(b), Transportation Code, is
1111 amended to read as follows:
1212 (b) Grants distributed during a fiscal year must be
1313 allocated among counties as follows:
1414 (1) 20 percent according to weight tolerance permits,
1515 determined by the ratio of weight tolerance permits issued in the
1616 preceding fiscal year for the county that designated a county
1717 energy transportation reinvestment zone to the total number of
1818 weight tolerance permits issued in the state in that fiscal year, as
1919 determined by the Texas Department of Motor Vehicles;
2020 (2) 20 percent according to oil and gas production
2121 taxes, determined by the ratio of oil and gas production taxes
2222 collected by the comptroller in the preceding fiscal year in the
2323 county that designated a county energy transportation reinvestment
2424 zone to the total amount of oil and gas production taxes collected
2525 in the state in that fiscal year, as determined by the comptroller;
2626 (3) 40 [50] percent according to well completions,
2727 determined by the ratio of well completions in the preceding fiscal
2828 year in the county that designated a county energy transportation
2929 reinvestment zone to the total number of well completions in the
3030 state in that fiscal year, as determined by the Railroad Commission
3131 of Texas; [and]
3232 (4) 10 percent according to the volume of oil and gas
3333 waste injected, determined by the ratio of the volume of oil and gas
3434 waste injected in the preceding fiscal year in the county that
3535 designated a county energy transportation reinvestment zone to the
3636 total volume of oil and gas waste injected in the state in that
3737 fiscal year, as determined by the Railroad Commission of Texas; and
3838 (5) 10 percent according to international bridge
3939 crossings, determined by the ratio of international bridge
4040 crossings in the preceding fiscal year in the county to the total
4141 number of international bridge crossings in the state in that
4242 fiscal year.
4343 SECTION 2. This Act takes effect September 1, 2017.
