| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 551.128(b-1), Government Code, is |
|---|
| 13 | 13 | | amended to read as follows: |
|---|
| 14 | 14 | | (b-1) A transit authority or department subject to Chapter |
|---|
| 15 | 15 | | 451, 452, 453, or 460, Transportation Code, an elected school |
|---|
| 16 | 16 | | district board of trustees for a school district that has a student |
|---|
| 17 | 17 | | enrollment of 10,000 or more, an elected governing body of a |
|---|
| 18 | 18 | | home-rule municipality that has a population of 50,000 or more, the |
|---|
| 19 | 19 | | board of directors of a corporation organized under Subtitle C1, |
|---|
| 20 | 20 | | Title 12, Local Government Code, that was authorized to be created |
|---|
| 21 | 21 | | by a home-rule municipality with a population of 50,000 or more, or |
|---|
| 22 | 22 | | a county commissioners court for a county that has a population of |
|---|
| 23 | 23 | | 125,000 or more shall: |
|---|
| 24 | 24 | | (1) make a video and audio recording of reasonable |
|---|
| 25 | 25 | | quality of each regularly scheduled open meeting that is not a work |
|---|
| 26 | 26 | | session or a special called meeting; and |
|---|
| 27 | 27 | | (2) make available an archived copy of the video and |
|---|
| 28 | 28 | | audio recording of each meeting described by Subdivision (1) on the |
|---|
| 29 | 29 | | Internet. |
|---|
| 30 | 30 | | SECTION 2. The changes in law made by this Act apply only to |
|---|
| 31 | 31 | | an open meeting held on or after the effective date of this Act. |
|---|
| 32 | 32 | | SECTION 3. This Act takes effect September 1, 2017. |
