66 AN ACT
77 relating to the membership of the Texas Transportation Commission.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Sections 201.051(a) and (b), Transportation
1010 Code, are amended to read as follows:
1111 (a) The Texas Transportation Commission consists of seven
1212 [five] members appointed by the governor with the advice and
1313 consent of the senate.
1414 (b) The members shall be appointed from [to reflect the]
1515 diverse geographic regions and population groups of this state.
1616 One member must reside in a rural area and be a registered voter of a
1717 county with a population of less than 150,000.
1818 SECTION 2. Section 201.052, Transportation Code, is amended
1919 to read as follows:
2020 Sec. 201.052. TERMS. Members of the commission serve
2121 staggered six-year terms, with the terms of either two [one] or
2222 three [two] members expiring February 1 of each odd-numbered year.
2323 SECTION 3. Promptly after this Act takes effect, the
2424 governor shall appoint two additional members to the Texas
2525 Transportation Commission. In appointing those members, the
2626 governor shall appoint one person to a term expiring February 1,
2727 2021, and one person to a term expiring February 1, 2023.
2828 SECTION 4. The changes in law made by this Act in the
2929 qualifications of members of the Texas Transportation Commission do
3030 not affect the entitlement of a member serving on the commission
3131 immediately before the effective date of this Act to continue to
3232 serve for the remainder of the member's term. As the terms of
3333 commission members expire, the governor shall appoint or reappoint
3434 a member who has the qualifications required for a member under
3535 Section 201.051, Transportation Code, as amended by this Act.
3636 SECTION 5. This Act takes effect September 1, 2017.
