 A BILL TO BE ENTITLED
 AN ACT
 relating to records filed with the clerk of a district court.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 51.303, Government Code, is amended by
 adding Subsections (d) and (g) to read as follows:
 (d)  The clerk of a district court may accept a record filed:
 (1)  directly with the court electronically;
 (2)  electronically through the statewide electronic
 court filing system; or
 (3)  physically by an individual.
 (g)  A person, including a governmental entity, may not sell
 a record filed or otherwise lawfully deposited with the clerk of a
 district court unless the person has the express, written
 permission of the clerk to sell the record.
 SECTION 2.  Section 51.303(g), Government Code, as added by
 this Act, applies to a record filed or otherwise lawfully deposited
 with a district court before, on, or after the effective date of
 this Act.
 SECTION 3.  This Act takes effect September 1, 2017.
