| 10 | 10 | SECTION 1. Section 707.017, Transportation Code, is amended | |

| 12 | 12 | Sec. 707.017. REGISTRATION AFTER CIVIL PENALTY IMPOSED | |
| 13 | 13 | [ENFORCEMENT]. Neither the [(a) If the owner of a motor vehicle is | |
| 14 | 14 | delinquent in the payment of a civil penalty imposed under this | |
| 15 | 15 | chapter, the] county assessor-collector nor [or] the Texas | |
| 16 | 16 | Department of Motor Vehicles may refuse to register a motor | |
| 17 | 17 | vehicle, under Section 502.010 or any other law, solely because the | |
| 18 | 18 | owner of the motor vehicle is delinquent in the payment of a civil | |
