| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. The heading to Subchapter E, Chapter 228, |

| 11 | 11 | | Transportation Code, is amended to read as follows: |

| 12 | 12 | | SUBCHAPTER E. LIMITATION ON TOLL FACILITY DESIGNATION |

| 13 | 13 | | [DETERMINATION]; CONVERSION OF NONTOLLED STATE HIGHWAY |

| 14 | 14 | | SECTION 2. Section 228.201, Transportation Code, is amended |

| 15 | 15 | | by adding Subsection (c) to read as follows: |

| 16 | 16 | | (c) The department may not operate any part of State Highway |
|---|
| 17 | 17 | | 255 in Webb County as a toll project. |
|---|
| 18 | 18 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 19 | 19 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 20 | 20 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 21 | 21 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 22 | 22 | | Act takes effect September 1, 2017. |
