55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a requirement that public and private institutions of
88 higher education provide certain cost and employment opportunity
99 data for degree programs.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter Z, Chapter 51, Education Code, is
1212 amended by adding Section 51.9747 to read as follows:
1313 Sec. 51.9747. DEGREE PROGRAM COST AND EMPLOYMENT
1414 OPPORTUNITY DATA. (a) In this section, "institution of higher
1515 education" and "private or independent institution of higher
1616 education" have the meanings assigned by Section 61.003.
1717 (b) For each degree program offered by an institution of
1818 higher education or a private or independent institution of higher
1919 education, the institution shall include on the institution's
2020 Internet website, in any syllabus for the degree program provided
2121 to students or prospective students, and in any marketing or other
2222 promotional materials used by the institution for the degree
2323 program, a data-based estimate of:
2424 (1) the total cost to a student for the degree program,
2525 including a description of the historical costs to students for the
2626 degree program;
2727 (2) the calendar time for completing the degree
2828 program, including historical data for that information; and
2929 (3) the employment opportunities available to, and
3030 associated returns on a student's investment of money in the degree
3131 program by, students who complete the degree program, including
3232 historical data for that information.
3333 (c) The Texas Higher Education Coordinating Board may adopt
3434 rules as necessary for the administration of this section.
3535 SECTION 2. Each institution of higher education or private
3636 or independent institution of higher education shall comply with
3737 Section 51.9747, Education Code, as added by this Act, as soon as
3838 practicable following the effective date of this Act, but not later
3939 than April 1, 2018.
4040 SECTION 3. This Act takes effect September 1, 2017.
