| 9 | 9 | | data for degree programs. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter Z, Chapter 51, Education Code, is |
|---|
| 12 | 12 | | amended by adding Section 51.9747 to read as follows: |
|---|
| 13 | 13 | | Sec. 51.9747. DEGREE PROGRAM COST AND EMPLOYMENT |
|---|
| 14 | 14 | | OPPORTUNITY DATA. (a) In this section, "institution of higher |
|---|
| 15 | 15 | | education" and "private or independent institution of higher |
|---|
| 16 | 16 | | education" have the meanings assigned by Section 61.003. |
|---|
| 17 | 17 | | (b) For each degree program offered by an institution of |
|---|
| 18 | 18 | | higher education or a private or independent institution of higher |
|---|
| 19 | 19 | | education, the institution shall include on the institution's |
|---|
| 20 | 20 | | Internet website, in any syllabus for the degree program provided |
|---|
| 21 | 21 | | to students or prospective students, and in any marketing or other |
|---|
| 22 | 22 | | promotional materials used by the institution for the degree |
|---|
| 23 | 23 | | program, a data-based estimate of: |
|---|
| 24 | 24 | | (1) the total cost to a student for the degree program, |
|---|
| 25 | 25 | | including a description of the historical costs to students for the |
|---|
| 26 | 26 | | degree program; |
|---|
| 27 | 27 | | (2) the calendar time for completing the degree |
|---|
| 28 | 28 | | program, including historical data for that information; and |
|---|
| 29 | 29 | | (3) the employment opportunities available to, and |
|---|
| 30 | 30 | | associated returns on a student's investment of money in the degree |
|---|
| 31 | 31 | | program by, students who complete the degree program, including |
|---|
| 32 | 32 | | historical data for that information. |
|---|
| 33 | 33 | | (c) The Texas Higher Education Coordinating Board may adopt |
|---|
| 34 | 34 | | rules as necessary for the administration of this section. |
|---|
| 35 | 35 | | SECTION 2. Each institution of higher education or private |
|---|
| 36 | 36 | | or independent institution of higher education shall comply with |
|---|
| 37 | 37 | | Section 51.9747, Education Code, as added by this Act, as soon as |
|---|
| 38 | 38 | | practicable following the effective date of this Act, but not later |
|---|
| 39 | 39 | | than April 1, 2018. |
|---|
| 40 | 40 | | SECTION 3. This Act takes effect September 1, 2017. |
