| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Subchapter C, Chapter 121, Utilities Code, is | |
| 11 | 11 | amended by adding Section 121.105 to read as follows: | |
| 12 | 12 | Sec. 121.105. HEARING BEFORE CONSTRUCTION OF PIPELINE. A | |
| 13 | 13 | person seeking to construct a pipeline to which this chapter | |
| 14 | 14 | applies that is planned to be placed in the corporate boundaries or | |
| 15 | 15 | extraterritorial jurisdiction of a municipality may not begin | |
| 16 | 16 | construction of the pipeline unless the person holds at least one | |
| 17 | 17 | public meeting in the municipality on the proposed construction. | |
| 18 | 18 | SECTION 2. The changes in law made by this Act apply only to | |
| 19 | 19 | the construction of a pipeline that begins on or after the effective | |
| 20 | 20 | date of this Act. Construction that begins before the effective | |
| 21 | 21 | date of this Act is governed by the law in effect immediately before | |
| 22 | 22 | that date, and the former law is continued in effect for that | |
| 23 | 23 | purpose. | |
| 24 | 24 | SECTION 3. This Act takes effect September 1, 2017. |
