The bill would amend the Government Code and the Health and Safety Code to transfer certain information programs on emergency services from the Texas Department of Agriculture to the Texas Division of Emergency Management (TDEM) at the Department of Public Safety. Specifically, the bill would authorize TDEM to provide fire departments in rural areas with information relating to assistance programs offered to rural volunteer firefighters, and information for rural homeowners relating to the benefits of volunteer fire departments. The bill would also amend the Health and Safety Code to require TDEM to serve as a resource to provide rural communities with general information about emergency services districts, as well as information and training related to the establishment of an emergency services district. It is assumed any costs associated with implementing the provisions of the bill could be absorbed within existing resources.The bill would take effect September 1, 2017.
