| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Chapter 140, Local Government Code, is amended |
|---|
| 11 | 11 | | by adding Section 140.0045 to read as follows: |
|---|
| 12 | 12 | | Sec. 140.0045. ITEMIZATION OF CERTAIN PUBLIC NOTICE |
|---|
| 13 | 13 | | EXPENDITURES REQUIRED IN POLITICAL SUBDIVISION BUDGETS. The |
|---|
| 14 | 14 | | proposed budget of a political subdivision must include a line item |
|---|
| 15 | 15 | | indicating expenditures for notices required by law to be published |
|---|
| 16 | 16 | | in a newspaper by the political subdivision or a representative of |
|---|
| 17 | 17 | | the political subdivision that allows as clear a comparison as |
|---|
| 18 | 18 | | practicable between those expenditures in the proposed budget and |
|---|
| 19 | 19 | | actual expenditures for the same purpose in the preceding year. |
|---|
| 20 | 20 | | SECTION 2. The change in law made by Section 140.0045, Local |
|---|
| 21 | 21 | | Government Code, as added by this Act, applies only to a proposed |
|---|
| 22 | 22 | | budget for a fiscal year beginning on or after January 1, 2018. |
|---|
| 23 | 23 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 24 | 24 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 25 | 25 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 26 | 26 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 27 | 27 | | Act takes effect September 1, 2017. |
