| 8 | 8 | | filing procedures on bills or invoices sent to residents by |

| 9 | 9 | | municipal utility districts. |
|---|
| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter C, Chapter 54, Water Code, is amended |
|---|
| 12 | 12 | | by adding Section 54.104 to read as follows: |
|---|
| 13 | 13 | | Sec. 54.104. NOTICES OF ELECTIONS AND CANDIDATE FILING |
|---|
| 14 | 14 | | PROCEDURE. (a) Not less than two months and not more than three |
|---|
| 15 | 15 | | months before the deadline for a candidate to file for a place on |
|---|
| 16 | 16 | | the ballot for the election of the board, a district shall print |
|---|
| 17 | 17 | | notice of the procedure for becoming eligible for candidacy on a |
|---|
| 18 | 18 | | bill or invoice that the district sends to residents. The notice |
|---|
| 19 | 19 | | shall include: |
|---|
| 20 | 20 | | (1) a statement of the qualifications to be eligible |
|---|
| 21 | 21 | | for a place on the ballot; |
|---|
| 22 | 22 | | (2) the method by which a resident may file for a place |
|---|
| 23 | 23 | | on the ballot, including the address of the place where the person |
|---|
| 24 | 24 | | must appear to file an intention to appear on the ballot or the |
|---|
| 25 | 25 | | mailing address where the person must send notice of an intention to |
|---|
| 26 | 26 | | appear on the ballot; |
|---|
| 27 | 27 | | (3) the form, if any, required to be filled out by the |
|---|
| 28 | 28 | | candidate to qualify for a place on the ballot; and |
|---|
| 29 | 29 | | (4) the deadline for filing for a place on the ballot. |
|---|
| 30 | 30 | | (b) Not less than one month and not more than two months |
|---|
| 31 | 31 | | before the date of an election for the approval of bonds or the |
|---|
| 32 | 32 | | election of directors, a district shall print notice of the |
|---|
| 33 | 33 | | election on a bill or an invoice that the district sends to |
|---|
| 34 | 34 | | residents. |
|---|
| 35 | 35 | | (c) A notice for a bond election shall state: |
|---|
| 36 | 36 | | (1) the amount of bonds to be issued; |
|---|
| 37 | 37 | | (2) the interest rate on the bonds; |
|---|
| 38 | 38 | | (3) the purpose for which the bonds are to be issued; |
|---|
| 39 | 39 | | and |
|---|
| 40 | 40 | | (4) the time and place of the election. |
|---|
| 41 | 41 | | (d) A notice for a director election shall state: |
|---|
| 42 | 42 | | (1) the names of the candidates; and |
|---|
| 43 | 43 | | (2) the time and place of the election. |
|---|
| 44 | 44 | | SECTION 2. This Act takes effect September 1, 2017. |
