8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. Subchapter B, Chapter 659, Government Code, is |
---|
10 | 10 | | amended by adding Section 659.0111 to read as follows: |
---|
11 | 11 | | Sec. 659.0111. SALARY CAREER LADDER FOR CERTAIN STATE |
---|
12 | 12 | | EMPLOYEES. (a) This section applies only to a state employee who |
---|
13 | 13 | | is employed by a state agency in a position classified under Chapter |
---|
14 | 14 | | 654 and whose annual salary is less than $75,000. |
---|
15 | 15 | | (b) The executive director or governing body of a state |
---|
16 | 16 | | agency shall adopt a salary career ladder for agency employees |
---|
17 | 17 | | described by Subsection (a). The salary career ladder must base a |
---|
18 | 18 | | state employee's salary on the employee's designated classification |
---|
19 | 19 | | in the position classification plan under Chapter 654 and years of |
---|
20 | 20 | | service with the agency. |
---|
21 | 21 | | (c) A state employee to whom the salary career ladder |
---|
22 | 22 | | applies and who receives an overall evaluation of at least |
---|
23 | 23 | | satisfactory in the employee's most recent annual evaluation is |
---|
24 | 24 | | entitled to an annual salary increase during each of the employee's |
---|
25 | 25 | | first 10 years of service in a designated classification in the |
---|
26 | 26 | | position classification plan under Chapter 654, equal to one-tenth |
---|
27 | 27 | | of the difference between: |
---|
28 | 28 | | (1) the employee's current annual salary; and |
---|
29 | 29 | | (2) the minimum annual salary of a state employee in |
---|
30 | 30 | | the next highest classification. |
---|
31 | 31 | | SECTION 2. As soon as practicable after the effective date |
---|
32 | 32 | | of this Act, but not later than October 1, 2017, the executive |
---|
33 | 33 | | director or governing body of each state agency subject to Section |
---|
34 | 34 | | 659.0111, Government Code, as added by this Act, shall adopt a |
---|
35 | 35 | | salary career ladder for state employees as required by that |
---|
36 | 36 | | section. Beginning the first day of the month following the date on |
---|
37 | 37 | | which the executive director or governing body adopts the salary |
---|
38 | 38 | | career ladder, each state employee to whom the salary career ladder |
---|
39 | 39 | | applies and who receives an overall evaluation of at least |
---|
40 | 40 | | satisfactory in the employee's most recent annual evaluation is |
---|
41 | 41 | | entitled to a salary in an amount that meets or exceeds the amount |
---|
42 | 42 | | determined according to the salary career ladder for the employee's |
---|
43 | 43 | | classification and years of service with the agency. |
---|
44 | 44 | | SECTION 3. This Act takes effect September 1, 2017. |
