77 relating to a salary career ladder for certain state employees.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter B, Chapter 659, Government Code, is
1010 amended by adding Section 659.0111 to read as follows:
1111 Sec. 659.0111. SALARY CAREER LADDER FOR CERTAIN STATE
1212 EMPLOYEES. (a) This section applies only to a state employee who
1313 is employed by a state agency in a position classified under Chapter
1414 654 and whose annual salary is less than $75,000.
1515 (b) The executive director or governing body of a state
1616 agency shall adopt a salary career ladder for agency employees
1717 described by Subsection (a). The salary career ladder must base a
1818 state employee's salary on the employee's designated classification
1919 in the position classification plan under Chapter 654 and years of
2020 service with the agency.
2121 (c) A state employee to whom the salary career ladder
2222 applies and who receives an overall evaluation of at least
2323 satisfactory in the employee's most recent annual evaluation is
2424 entitled to an annual salary increase during each of the employee's
2525 first 10 years of service in a designated classification in the
2626 position classification plan under Chapter 654, equal to one-tenth
2727 of the difference between:
2828 (1) the employee's current annual salary; and
2929 (2) the minimum annual salary of a state employee in
3030 the next highest classification.
3131 SECTION 2. As soon as practicable after the effective date
3232 of this Act, but not later than October 1, 2017, the executive
3333 director or governing body of each state agency subject to Section
3434 659.0111, Government Code, as added by this Act, shall adopt a
3535 salary career ladder for state employees as required by that
3636 section. Beginning the first day of the month following the date on
3737 which the executive director or governing body adopts the salary
3838 career ladder, each state employee to whom the salary career ladder
3939 applies and who receives an overall evaluation of at least
4040 satisfactory in the employee's most recent annual evaluation is
4141 entitled to a salary in an amount that meets or exceeds the amount
4242 determined according to the salary career ladder for the employee's
4343 classification and years of service with the agency.
4444 SECTION 3. This Act takes effect September 1, 2017.
