| 13 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Subchapter C, Chapter 552, Government Code, is |
|---|
| 15 | 15 | | amended by adding Section 552.1082 to read as follows: |
|---|
| 16 | 16 | | Sec. 552.1082. EXCEPTION: CERTAIN PERSONAL INFORMATION |
|---|
| 17 | 17 | | FROM TRAFFIC VIOLATION RECORDS. (a) Except as provided by |
|---|
| 18 | 18 | | Subsection (b), information contained in a citation issued for a |
|---|
| 19 | 19 | | violation of a state traffic law or local traffic ordinance is |
|---|
| 20 | 20 | | excepted from the requirements of Section 552.021 if the |
|---|
| 21 | 21 | | information is the home address or personal telephone number of the |
|---|
| 22 | 22 | | person who is the subject of a citation. |
|---|
| 23 | 23 | | (b) Information described by Subsection (a) shall be made |
|---|
| 24 | 24 | | available on the request of: |
|---|
| 25 | 25 | | (1) a radio or television station that holds a license |
|---|
| 26 | 26 | | issued by the Federal Communications Commission; or |
|---|
| 27 | 27 | | (2) a newspaper that is: |
|---|
| 28 | 28 | | (A) a free newspaper of general circulation or |
|---|
| 29 | 29 | | qualified under Section 2051.044 to publish legal notices; |
|---|
| 30 | 30 | | (B) published at least once a week; and |
|---|
| 31 | 31 | | (C) available and of interest to the general |
|---|
| 32 | 32 | | public in connection with the dissemination of news. |
|---|
| 33 | 33 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 34 | 34 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 35 | 35 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 36 | 36 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 37 | 37 | | Act takes effect September 1, 2017. |
