| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter E, Chapter 223, Transportation Code, |
|---|
| 11 | 11 | | is amended by adding Section 223.2014 to read as follows: |

| 12 | 12 | | Sec. 223.2014. ADDITIONAL DEPARTMENT AND REGIONAL MOBILITY |

| 13 | 13 | | AUTHORITY COMPREHENSIVE DEVELOPMENT AGREEMENTS IN CAMERON AND |

| 14 | 14 | | HIDALGO COUNTIES. (a) The department or an authority under Section |
|---|
| 15 | 15 | | 370.003 may enter into a comprehensive development agreement |
|---|
| 16 | 16 | | relating to improvements to, or construction of, all or part of: |
|---|
| 17 | 17 | | (1) the Outer Parkway project in Cameron County from |
|---|
| 18 | 18 | | U.S. Highway 77 to Farm-to-Market Road 1847; |
|---|
| 19 | 19 | | (2) the South Padre Island Second Access Causeway |
|---|
| 20 | 20 | | project from State Highway 100 to Park Road 100; |
|---|
| 21 | 21 | | (3) the Hidalgo County Loop project; |
|---|
| 22 | 22 | | (4) the International Bridge Trade Corridor project; |
|---|
| 23 | 23 | | (5) the Farm-to-Market 1925 project in Cameron and |
|---|
| 24 | 24 | | Hidalgo Counties; |
|---|
| 25 | 25 | | (6) the U.S. Highway 83 La Joya Relief Route project in |
|---|
| 26 | 26 | | Hidalgo County; and |
|---|
| 27 | 27 | | (7) the State Highway 68 project in Hidalgo County. |
|---|
| 28 | 28 | | (b) This section expires August 31, 2021. |
|---|
| 29 | 29 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 30 | 30 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 31 | 31 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 32 | 32 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 33 | 33 | | Act takes effect September 1, 2017. |
