| 13 | 13 | | SECTION 1. Section 320.0455(a), Local Government Code, is |

| 16 | 16 | | (1) a county with a population of 2.8 million or more; |

| 17 | 17 | | and |

| 18 | 18 | | (2) a county with a population of 580,000 or more |

| 19 | 19 | | adjacent to a county with a population of 2.8 million or more. |
