7 | 7 | | relating to the submission of a report by certain entities |

8 | 8 | | identifying spending reduction measures. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Chapter 322, Government Code, is amended by |
---|
11 | 11 | | adding Section 322.025 to read as follows: |
---|
12 | 12 | | Sec. 322.025. REPORT ON SPENDING REDUCTION MEASURES. (a) |
---|
13 | 13 | | Not later than September 1 of each even-numbered year, each entity |
---|
14 | 14 | | that is required to submit a legislative appropriations request |
---|
15 | 15 | | shall submit to the board a detailed report identifying measures by |
---|
16 | 16 | | which the entity may reduce its expenditures from general revenue |
---|
17 | 17 | | and general revenue-dedicated accounts by 1 percent, 5 percent, and |
---|
18 | 18 | | 10 percent in the next state fiscal biennium. |
---|
19 | 19 | | (b) An entity described by Subsection (a) shall rank each of |
---|
20 | 20 | | the 1 percent, 5 percent, and 10 percent spending reduction |
---|
21 | 21 | | measures from highest to lowest priority. The entity shall assign |
---|
22 | 22 | | higher priority to measures that: |
---|
23 | 23 | | (1) have fewer consequences for the entity's programs |
---|
24 | 24 | | and goals; |
---|
25 | 25 | | (2) have less impact on populations served by the |
---|
26 | 26 | | entity; or |
---|
27 | 27 | | (3) eliminate redundancies and inefficiencies. |
---|
28 | 28 | | (c) An entity described by Subsection (a) may not include in |
---|
29 | 29 | | the report a spending reduction measure that would violate the |
---|
30 | 30 | | state or federal constitution. |
---|
31 | 31 | | (d) The board may exempt certain expenditures from |
---|
32 | 32 | | consideration under this section. |
---|
33 | 33 | | (e) The board may issue guidance regarding: |
---|
34 | 34 | | (1) standards for reports required by this section, |
---|
35 | 35 | | including format, content, and methods of submission; and |
---|
36 | 36 | | (2) prioritizing spending reduction measures under |
---|
37 | 37 | | Subsection (b). |
---|
38 | 38 | | (f) The board may require an entity to submit the report |
---|
39 | 39 | | under this section with the entity's legislative appropriations |
---|
40 | 40 | | request. |
---|
41 | 41 | | (g) Not later than December 1 of each even-numbered year, |
---|
42 | 42 | | the board shall make reports received under this section available |
---|
43 | 43 | | to the governor, lieutenant governor, speaker of the house of |
---|
44 | 44 | | representatives, and members of the legislature. |
---|
45 | 45 | | SECTION 2. This Act takes effect immediately if it receives |
---|
46 | 46 | | a vote of two-thirds of all the members elected to each house, as |
---|
47 | 47 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
48 | 48 | | Act does not receive the vote necessary for immediate effect, this |
---|
49 | 49 | | Act takes effect September 1, 2017. |
