77 relating to the submission of a report by certain entities
88 identifying spending reduction measures.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 322, Government Code, is amended by
1111 adding Section 322.025 to read as follows:
1212 Sec. 322.025. REPORT ON SPENDING REDUCTION MEASURES. (a)
1313 Not later than September 1 of each even-numbered year, each entity
1414 that is required to submit a legislative appropriations request
1515 shall submit to the board a detailed report identifying measures by
1616 which the entity may reduce its expenditures from general revenue
1717 and general revenue-dedicated accounts by 1 percent, 5 percent, and
1818 10 percent in the next state fiscal biennium.
1919 (b) An entity described by Subsection (a) shall rank each of
2020 the 1 percent, 5 percent, and 10 percent spending reduction
2121 measures from highest to lowest priority. The entity shall assign
2222 higher priority to measures that:
2323 (1) have fewer consequences for the entity's programs
2424 and goals;
2525 (2) have less impact on populations served by the
2626 entity; or
2727 (3) eliminate redundancies and inefficiencies.
2828 (c) An entity described by Subsection (a) may not include in
2929 the report a spending reduction measure that would violate the
3030 state or federal constitution.
3131 (d) The board may exempt certain expenditures from
3232 consideration under this section.
3333 (e) The board may issue guidance regarding:
3434 (1) standards for reports required by this section,
3535 including format, content, and methods of submission; and
3636 (2) prioritizing spending reduction measures under
3737 Subsection (b).
3838 (f) The board may require an entity to submit the report
3939 under this section with the entity's legislative appropriations
4040 request.
4141 (g) Not later than December 1 of each even-numbered year,
4242 the board shall make reports received under this section available
4343 to the governor, lieutenant governor, speaker of the house of
4444 representatives, and members of the legislature.
4545 SECTION 2. This Act takes effect immediately if it receives
4646 a vote of two-thirds of all the members elected to each house, as
4747 provided by Section 39, Article III, Texas Constitution. If this
4848 Act does not receive the vote necessary for immediate effect, this
4949 Act takes effect September 1, 2017.
