55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to reporting principal turnover information in the
88 performance report of a public school district.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Sections 39.306(a) and (e), Education Code, are
1111 amended to read as follows:
1212 (a) Each board of trustees shall publish an annual report
1313 describing the educational performance of the district and of each
1414 campus in the district that includes uniform student performance
1515 and descriptive information as determined under rules adopted by
1616 the commissioner. The annual report must also include:
1717 (1) campus performance objectives established under
1818 Section 11.253 and the progress of each campus toward those
1919 objectives, which shall be available to the public;
2020 (2) information indicating the district's
2121 accreditation status and identifying each district campus awarded a
2222 distinction designation under Subchapter G or considered an
2323 unacceptable campus under Subchapter E;
2424 (3) the district's current special education
2525 compliance status with the agency;
2626 (4) a statement of the number, rate, and type of
2727 violent or criminal incidents that occurred on each district
2828 campus, to the extent permitted under the Family Educational Rights
2929 and Privacy Act of 1974 (20 U.S.C. Section 1232g);
3030 (5) information concerning school violence prevention
3131 and violence intervention policies and procedures that the district
3232 is using to protect students;
3333 (6) the findings that result from evaluations
3434 conducted under the Safe and Drug-Free Schools and Communities Act
3535 of 1994 (20 U.S.C. Section 7101 et seq.); [and]
3636 (7) information received under Section 51.403(e) for
3737 each high school campus in the district, presented in a form
3838 determined by the commissioner; and
3939 (8) information concerning principal turnover,
4040 including the number of principals:
4141 (A) newly employed as a principal in the
4242 district;
4343 (B) transferred from one campus to another campus
4444 in the district;
4545 (C) remaining employed by the district in a
4646 capacity other than as a principal;
4747 (D) leaving the district for employment as a
4848 principal in another school district;
4949 (E) leaving the district for employment in a
5050 capacity other than as a principal in another school district; and
5151 (F) leaving employment in public education.
5252 (e) The report may include the following information:
5353 (1) student information, including total enrollment,
5454 enrollment by ethnicity, socioeconomic status, and grade groupings
5555 and retention rates;
5656 (2) financial information, including revenues and
5757 expenditures;
5858 (3) staff information in addition to the information
5959 required under Subsection (a)(8), including number and type of
6060 staff by sex, ethnicity, years of experience, and highest degree
6161 held, teacher and administrator salaries, and teacher turnover;
6262 (4) program information, including student enrollment
6363 by program, teachers by program, and instructional operating
6464 expenditures by program; and
6565 (5) the number of students placed in a disciplinary
6666 alternative education program under Chapter 37.
6767 SECTION 2. This Act applies beginning with the 2017-2018
6868 school year.
6969 SECTION 3. This Act takes effect immediately if it receives
7070 a vote of two-thirds of all the members elected to each house, as
7171 provided by Section 39, Article III, Texas Constitution. If this
7272 Act does not receive the vote necessary for immediate effect, this
7373 Act takes effect September 1, 2017.
