7 | 7 | | relating to reporting principal turnover information in the |
---|
8 | 8 | | performance report of a public school district. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
10 | 10 | | SECTION 1. Sections 39.306(a) and (e), Education Code, are |
---|
11 | 11 | | amended to read as follows: |
---|
12 | 12 | | (a) Each board of trustees shall publish an annual report |
---|
13 | 13 | | describing the educational performance of the district and of each |
---|
14 | 14 | | campus in the district that includes uniform student performance |
---|
15 | 15 | | and descriptive information as determined under rules adopted by |
---|
16 | 16 | | the commissioner. The annual report must also include: |
---|
17 | 17 | | (1) campus performance objectives established under |
---|
18 | 18 | | Section 11.253 and the progress of each campus toward those |
---|
19 | 19 | | objectives, which shall be available to the public; |
---|
20 | 20 | | (2) information indicating the district's |
---|
21 | 21 | | accreditation status and identifying each district campus awarded a |
---|
22 | 22 | | distinction designation under Subchapter G or considered an |
---|
23 | 23 | | unacceptable campus under Subchapter E; |
---|
24 | 24 | | (3) the district's current special education |
---|
25 | 25 | | compliance status with the agency; |
---|
26 | 26 | | (4) a statement of the number, rate, and type of |
---|
27 | 27 | | violent or criminal incidents that occurred on each district |
---|
28 | 28 | | campus, to the extent permitted under the Family Educational Rights |
---|
29 | 29 | | and Privacy Act of 1974 (20 U.S.C. Section 1232g); |
---|
30 | 30 | | (5) information concerning school violence prevention |
---|
31 | 31 | | and violence intervention policies and procedures that the district |
---|
32 | 32 | | is using to protect students; |
---|
33 | 33 | | (6) the findings that result from evaluations |
---|
34 | 34 | | conducted under the Safe and Drug-Free Schools and Communities Act |
---|
35 | 35 | | of 1994 (20 U.S.C. Section 7101 et seq.); [and] |
---|
36 | 36 | | (7) information received under Section 51.403(e) for |
---|
37 | 37 | | each high school campus in the district, presented in a form |
---|
38 | 38 | | determined by the commissioner; and |
---|
39 | 39 | | (8) information concerning principal turnover, |
---|
40 | 40 | | including the number of principals: |
---|
41 | 41 | | (A) newly employed as a principal in the |
---|
42 | 42 | | district; |
---|
43 | 43 | | (B) transferred from one campus to another campus |
---|
44 | 44 | | in the district; |
---|
45 | 45 | | (C) remaining employed by the district in a |
---|
46 | 46 | | capacity other than as a principal; |
---|
47 | 47 | | (D) leaving the district for employment as a |
---|
48 | 48 | | principal in another school district; |
---|
49 | 49 | | (E) leaving the district for employment in a |
---|
50 | 50 | | capacity other than as a principal in another school district; and |
---|
51 | 51 | | (F) leaving employment in public education. |
---|
52 | 52 | | (e) The report may include the following information: |
---|
53 | 53 | | (1) student information, including total enrollment, |
---|
54 | 54 | | enrollment by ethnicity, socioeconomic status, and grade groupings |
---|
55 | 55 | | and retention rates; |
---|
56 | 56 | | (2) financial information, including revenues and |
---|
57 | 57 | | expenditures; |
---|
58 | 58 | | (3) staff information in addition to the information |
---|
59 | 59 | | required under Subsection (a)(8), including number and type of |
---|
60 | 60 | | staff by sex, ethnicity, years of experience, and highest degree |
---|
61 | 61 | | held, teacher and administrator salaries, and teacher turnover; |
---|
62 | 62 | | (4) program information, including student enrollment |
---|
63 | 63 | | by program, teachers by program, and instructional operating |
---|
64 | 64 | | expenditures by program; and |
---|
65 | 65 | | (5) the number of students placed in a disciplinary |
---|
66 | 66 | | alternative education program under Chapter 37. |
---|
67 | 67 | | SECTION 2. This Act applies beginning with the 2017-2018 |
---|
68 | 68 | | school year. |
---|
69 | 69 | | SECTION 3. This Act takes effect immediately if it receives |
---|
70 | 70 | | a vote of two-thirds of all the members elected to each house, as |
---|
71 | 71 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
72 | 72 | | Act does not receive the vote necessary for immediate effect, this |
---|
73 | 73 | | Act takes effect September 1, 2017. |
---|
