77 relating to training regarding interactions with law enforcement
88 during traffic stops.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter C, Chapter 1001, Education Code, is
1111 amended by adding Section 1001.109 to read as follows:
1212 Sec. 1001.109. INFORMATION RELATING TO TRAFFIC STOPS. The
1313 commission by rule shall require that information relating to law
1414 enforcement procedures for traffic stops be included in the
1515 curriculum of each driver education course and driving safety
1616 course. The curriculum must include a demonstration of the proper
1717 actions to be taken during a traffic stop and information regarding
1818 appropriate interactions with law enforcement.
1919 SECTION 2. Section 1701.253, Occupations Code, is amended
2020 by adding Subsection (n) to read as follows:
2121 (n) As part of the minimum curriculum requirements, the
2222 commission shall establish a statewide education and training
2323 program on proper procedures for traffic stops, including
2424 information regarding the appropriate use of force, for officers
2525 licensed under this chapter. An officer shall complete a program
2626 established under this subsection not later than the second
2727 anniversary of the date the officer is licensed under this chapter
2828 or the date the officer applies for an intermediate proficiency
2929 certificate, whichever date is earlier.
3030 SECTION 3. Not later than January 1, 2018, the Texas
3131 Commission on Law Enforcement shall establish the education and
3232 training program required by Section 1701.253(n), Occupations
3333 Code, as added by this Act.
3434 SECTION 4. This Act takes effect September 1, 2017.
