7 | 7 | | relating to an interim study conducted by the Department of |
---|
8 | 8 | | Information Resources on opportunities and strategies to reduce the |
---|
9 | 9 | | state's volume of paper transactions. |
---|
10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 11 | | SECTION 1. INTERIM STUDY. (a) The Department of |
---|
12 | 12 | | Information Resources shall conduct an interim study on state |
---|
13 | 13 | | reliance on the use of paper documents, including current |
---|
14 | 14 | | requirements that certain state documents be mailed, for the |
---|
15 | 15 | | purpose of reducing the state's volume of paper transactions and |
---|
16 | 16 | | increasing governmental efficiency. |
---|
17 | 17 | | (b) The study must include: |
---|
18 | 18 | | (1) recommendations on opportunities to increase |
---|
19 | 19 | | operational efficiency in state government through a reduction in |
---|
20 | 20 | | the use of paper documents; and |
---|
21 | 21 | | (2) strategies to replace the use of paper documents |
---|
22 | 22 | | with electronic documents and to automate state transactions to |
---|
23 | 23 | | better meet the needs of residents of this state. |
---|
24 | 24 | | (c) The Department of Information Resources shall submit a |
---|
25 | 25 | | report on the findings of the study to the governor, lieutenant |
---|
26 | 26 | | governor, speaker of the house of representatives, and Legislative |
---|
27 | 27 | | Budget Board. |
---|
28 | 28 | | SECTION 2. EXPIRATION DATE. This Act expires September 1, |
---|
29 | 29 | | 2019. |
---|
30 | 30 | | SECTION 3. EFFECTIVE DATE. This Act takes effect |
---|
31 | 31 | | immediately if it receives a vote of two-thirds of all the members |
---|
32 | 32 | | elected to each house, as provided by Section 39, Article III, Texas |
---|
33 | 33 | | Constitution. If this Act does not receive the vote necessary for |
---|
34 | 34 | | immediate effect, this Act takes effect September 1, 2017. |
---|
