55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to an interim study conducted by the Department of
88 Information Resources on opportunities and strategies to reduce the
99 state's volume of paper transactions.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. INTERIM STUDY. (a) The Department of
1212 Information Resources shall conduct an interim study on state
1313 reliance on the use of paper documents, including current
1414 requirements that certain state documents be mailed, for the
1515 purpose of reducing the state's volume of paper transactions and
1616 increasing governmental efficiency.
1717 (b) The study must include:
1818 (1) recommendations on opportunities to increase
1919 operational efficiency in state government through a reduction in
2020 the use of paper documents; and
2121 (2) strategies to replace the use of paper documents
2222 with electronic documents and to automate state transactions to
2323 better meet the needs of residents of this state.
2424 (c) The Department of Information Resources shall submit a
2525 report on the findings of the study to the governor, lieutenant
2626 governor, speaker of the house of representatives, and Legislative
2727 Budget Board.
2828 SECTION 2. EXPIRATION DATE. This Act expires September 1,
2929 2019.
3030 SECTION 3. EFFECTIVE DATE. This Act takes effect
3131 immediately if it receives a vote of two-thirds of all the members
3232 elected to each house, as provided by Section 39, Article III, Texas
3333 Constitution. If this Act does not receive the vote necessary for
3434 immediate effect, this Act takes effect September 1, 2017.
