| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter C, Chapter 101, Labor Code, is |
|---|
| 11 | 11 | | amended by adding Section 101.1175 to read as follows: |
|---|
| 12 | 12 | | Sec. 101.1175. PARENTAL CONSENT FOR MINORS. (a) In this |
|---|
| 13 | 13 | | section, "minor" means an individual younger than 18 years of age |
|---|
| 14 | 14 | | who has not had the disabilities of minority removed for general |
|---|
| 15 | 15 | | purposes under Chapter 31, Family Code. |
|---|
| 16 | 16 | | (b) Notwithstanding Section 101.001, a labor union may not |
|---|
| 17 | 17 | | accept a minor as a member unless the labor union obtains on a form |
|---|
| 18 | 18 | | provided by the Texas Workforce Commission the signed consent of |
|---|
| 19 | 19 | | the minor's parent, managing conservator, or guardian. |
|---|
| 20 | 20 | | SECTION 2. Not later than November 1, 2017, the Texas |
|---|
| 21 | 21 | | Workforce Commission shall develop the form required by Section |
|---|
| 22 | 22 | | 101.1175, Labor Code, as added by this Act. |
|---|
| 23 | 23 | | SECTION 3. Section 101.1175, Labor Code, as added by this |
|---|
| 24 | 24 | | Act, applies only to a minor who applies to join a labor union on or |
|---|
| 25 | 25 | | after January 1, 2018. A minor who applies to join a labor union |
|---|
| 26 | 26 | | before that date is governed by the law in effect on the date the |
|---|
| 27 | 27 | | minor applies to join the labor union, and the former law is |
|---|
| 28 | 28 | | continued in effect for that purpose. |
|---|
| 29 | 29 | | SECTION 4. This Act takes effect September 1, 2017. |
