6	6	AN ACT
7	7	relating to the designation of portions of certain highways as the
8	8	Tom Lea Trail.
9	9	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10	10	SECTION 1. Subchapter A, Chapter 442, Government Code, is
11	11	amended by adding Section 442.033 to read as follows:
12	12	Sec. 442.033. TOM LEA TRAIL AS TEXAS HISTORIC HIGHWAY. (a)
13	13	The commission shall cooperate with the Texas Department of
14	14	Transportation to designate, interpret, and market the following
15	15	segments of highway as the Tom Lea Trail and a Texas historic
16	16	highway:
17	17	(1) Interstate Highway 10 from its intersection with
18	18	the northern municipal boundary of El Paso to its intersection with
19	19	Interstate Highway 20;
20	20	(2) Interstate Highway 20 from its intersection with
21	21	Interstate Highway 10 to its intersection with the western
22	22	municipal boundary of Sweetwater;
23	23	(3) Interstate Highway 20 from its intersection with
24	24	the eastern municipal boundary of Sweetwater to its intersection
25	25	with U.S. Highway 277;
26	26	(4) U.S. Highway 277 from its intersection with
27	27	Interstate Highway 10 to its intersection with State Highway 114 in
28	28	Seymour;
29	29	(5) State Highway 114 from its intersection with U.S.
30	30	Highway 277 in Seymour to its intersection with State Highway 199;
31	31	(6) State Highway 199 from its intersection with U.S.
32	32	Highway 281 to its intersection with Interstate Highway 30;
33	33	(7) Interstate Highway 30 from its intersection with
34	34	State Highway 199 to its intersection with Interstate Highway 35
35	35	East in Dallas;
36	36	(8) Interstate Highway 35 East from its intersection
37	37	with Interstate Highway 30 in Dallas to its intersection with State
38	38	Highway 6 outside of the southern municipal boundary of Waco;
39	39	(9) State Highway 6 from its intersection with
40	40	Interstate 35 East to its intersection with State Highway 30 in
41	41	College Station;
42	42	(10) State Highway 30 from its intersection with State
43	43	Highway 6 in College Station to its intersection with Interstate
44	44	Highway 45;
45	45	(11) Interstate Highway 45 from its intersection with
46	46	State Highway 30 to its terminus in Galveston;
47	47	(12) State Highway 21 from its intersection with State
48	48	Highway 6 to its intersection with U.S. Highway 290;
49	49	(13) U.S. Highway 290 from its intersection with
50	50	State Highway 21 to its intersection with the eastern municipal
51	51	boundary of Austin;
52	52	(14) U.S. Highway 290 from its intersection with the
53	53	western municipal boundary of Austin to its intersection with the
54	54	eastern municipal boundary of Fredericksburg;
55	55	(15) U.S. Highway 290 from its intersection with the
56	56	western municipal boundary of Fredericksburg to its intersection
57	57	with Interstate Highway 10;
58	58	(16) Interstate Highway 10 from its intersection with
59	59	U.S. Highway 290:
60	60	(A) west to its intersection with U.S. Highway
61	61	385; and
62	62	(B) east to its intersection with Interstate
63	63	Highway 37;
64	64	(17) U.S. Highway 385 from its intersection with
65	65	Interstate Highway 10 to its intersection with the southern
66	66	municipal boundary of Odessa;
67	67	(18) Interstate Highway 37 from its intersection with
68	68	Interstate Highway 10 to its intersection with U.S. Highway 77;
69	69	(19) U.S. Highway 77 from its intersection with
70	70	Interstate Highway 37 to its intersection with the northern
71	71	municipal boundary of Kingsville;
72	72	(20) U.S. Highway 77 from its intersection with the
73	73	southern municipal boundary of Kingsville to its intersection with
74	74	State Highway 285 in Riviera; and
75	75	(21) State Highway 285 from its intersection with U.S.
76	76	Highway 77 in Riviera to its intersection with the eastern
77	77	municipal boundary of Hebbronville.
78	78	(b) In this section, a reference to a municipal boundary
79	79	means that boundary as it exists on September 1, 2017.
80	80	(c) To supplement revenue available for the purposes under
81	81	Subsection (a), the commission and the Texas Department of
82	82	Transportation may pursue federal funds dedicated to highway
83	83	enhancement.
84	84	(d) A designation of highway segments as the Tom Lea Trail
85	85	and a Texas historic highway may not be construed as a designation
86	86	under the National Historic Preservation Act (54 U.S.C. Section
87	87	300101 et seq.).
88	88	(e) The Texas Department of Transportation is not required
89	89	to design, construct, or erect a marker under this section unless a
90	90	grant or donation of funds is made to the department to cover the
91	91	cost of the design, construction, and erection of the marker. Money
92	92	received to cover the cost of the marker shall be deposited to the
93	93	credit of the state highway fund.
94	94	SECTION 2. This Act takes effect September 1, 2017.
