104 AN ACT
115 relating to creating an early childhood certification to teach
126 students in prekindergarten through grade three.
137 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
148 SECTION 1. Subchapter B, Chapter 21, Education Code, is
159 amended by adding Section 21.0489 to read as follows:
1610 Sec. 21.0489. EARLY CHILDHOOD CERTIFICATION. (a) To
1711 ensure that there are teachers with special training in early
1812 childhood education focusing on prekindergarten through grade
1913 three, the board shall establish an early childhood certificate.
2014 (b) A person is not required to hold a certificate
2115 established under this section to be employed by a school district
2216 to provide instruction in prekindergarten through grade three.
2317 (c) To be eligible for a certificate established under this
2418 section, a person must:
2519 (1) either:
2620 (A) satisfactorily complete the course work for
2721 that certificate in an educator preparation program, including a
2822 knowledge-based and skills-based course of instruction on early
2923 childhood education that includes:
3024 (i) teaching methods for:
3125 (a) using small group instructional
3226 formats that focus on building social, emotional, and academic
3327 skills;
3428 (b) navigating multiple content
3529 areas; and
3630 (c) managing a classroom environment
3731 in which small groups of students are working on different tasks;
3832 and
3933 (ii) strategies for teaching fundamental
4034 academic skills, including reading, writing, and numeracy; or
4135 (B) hold an early childhood through grade six
4236 certificate issued under this subchapter and satisfactorily
4337 complete a course of instruction described by Paragraph (A);
4438 (2) perform satisfactorily on an early childhood
4539 certificate examination prescribed by the board; and
4640 (3) satisfy any other requirements prescribed by the
4741 board.
4842 (d) The criteria for the course of instruction described by
4943 Subsection (c)(1)(A) shall be developed by the board in
5044 consultation with faculty members who provide instruction at
5145 institutions of higher education in education preparation programs
5246 for an early childhood through grade six certificate.
5347 SECTION 2. The State Board for Educator Certification shall
5448 propose rules:
5549 (1) establishing requirements and prescribing an
5650 examination for an early childhood certificate examination as
5751 required by Section 21.0489, Education Code, as added by this Act;
5852 and
5953 (2) establishing standards to govern the approval and
6054 renewal of approval of educator preparation programs for early
6155 childhood certification.
6256 SECTION 3. This Act takes effect immediately if it receives
6357 a vote of two-thirds of all the members elected to each house, as
6458 provided by Section 39, Article III, Texas Constitution. If this
6559 Act does not receive the vote necessary for immediate effect, this
6660 Act takes effect September 1, 2017.
