11	5		relating to creating an early childhood certification to teach
12	6		students in prekindergarten through grade three.
13	7		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
14	8		SECTION 1. Subchapter B, Chapter 21, Education Code, is
15	9		amended by adding Section 21.0489 to read as follows:
16	10		Sec. 21.0489. EARLY CHILDHOOD CERTIFICATION. (a) To
17	11		ensure that there are teachers with special training in early
18	12		childhood education focusing on prekindergarten through grade
19	13		three, the board shall establish an early childhood certificate.
20	14		(b) A person is not required to hold a certificate
21	15		established under this section to be employed by a school district
22	16		to provide instruction in prekindergarten through grade three.
23	17		(c) To be eligible for a certificate established under this
24	18		section, a person must:
25	19		(1) either:
26	20		(A) satisfactorily complete the course work for
27	21		that certificate in an educator preparation program, including a
28	22		knowledge-based and skills-based course of instruction on early
29	23		childhood education that includes:
30	24		(i) teaching methods for:
31	25		(a) using small group instructional
32	26		formats that focus on building social, emotional, and academic
33	27		skills;
34	28		(b) navigating multiple content
35	29		areas; and
36	30		(c) managing a classroom environment
37	31		in which small groups of students are working on different tasks;
38	32		and
39	33		(ii) strategies for teaching fundamental
40	34		academic skills, including reading, writing, and numeracy; or
41	35		(B) hold an early childhood through grade six
42	36		certificate issued under this subchapter and satisfactorily
43	37		complete a course of instruction described by Paragraph (A);
44	38		(2) perform satisfactorily on an early childhood
45	39		certificate examination prescribed by the board; and
46	40		(3) satisfy any other requirements prescribed by the
47	41		board.
48	42		(d) The criteria for the course of instruction described by
49	43		Subsection (c)(1)(A) shall be developed by the board in
50	44		consultation with faculty members who provide instruction at
51	45		institutions of higher education in education preparation programs
52	46		for an early childhood through grade six certificate.
53	47		SECTION 2. The State Board for Educator Certification shall
54	48		propose rules:
55	49		(1) establishing requirements and prescribing an
56	50		examination for an early childhood certificate examination as
57	51		required by Section 21.0489, Education Code, as added by this Act;
58	52		and
59	53		(2) establishing standards to govern the approval and
60	54		renewal of approval of educator preparation programs for early
61	55		childhood certification.
62	56		SECTION 3. This Act takes effect immediately if it receives
63	57		a vote of two-thirds of all the members elected to each house, as
64	58		provided by Section 39, Article III, Texas Constitution. If this
65	59		Act does not receive the vote necessary for immediate effect, this
66	60		Act takes effect September 1, 2017.
