| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 13.046, Election Code, is amended by |
|---|
| 12 | 12 | | adding Subsections (c-1) and (i) and amending Subsection (h) to |
|---|
| 13 | 13 | | read as follows: |
|---|
| 14 | 14 | | (c-1) A high school shall always make available |
|---|
| 15 | 15 | | registration application forms to students and employees of the |
|---|
| 16 | 16 | | school. |
|---|
| 17 | 17 | | (h) The secretary of state shall: |
|---|
| 18 | 18 | | (1) consult with the Texas Education Agency regarding |
|---|
| 19 | 19 | | the number of registration application forms to provide to each |
|---|
| 20 | 20 | | high school; |
|---|
| 21 | 21 | | (2) provide to each high school registration |
|---|
| 22 | 22 | | application forms in the number determined from the consultation |
|---|
| 23 | 23 | | under Subdivision (1); and |
|---|
| 24 | 24 | | (3) prescribe any additional procedures necessary to |
|---|
| 25 | 25 | | implement this section. |
|---|
| 26 | 26 | | (i) A registration application form provided or made |
|---|
| 27 | 27 | | available under this section must be in the form of the officially |
|---|
| 28 | 28 | | prescribed application form for registration by mail under Section |
|---|
| 29 | 29 | | 13.121. |
|---|
| 30 | 30 | | SECTION 2. This Act applies beginning with the 2017-2018 |
|---|
| 31 | 31 | | school year. |
|---|
| 32 | 32 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 33 | 33 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 34 | 34 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 35 | 35 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 36 | 36 | | Act takes effect September 1, 2017. |
