55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a college readiness memorandum of understanding between
88 a school district and a public institution of higher education.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 28, Education Code, is
1111 amended by adding Section 28.0141 to read as follows:
1212 Sec. 28.0141. COLLEGE READINESS MEMORANDUM OF
1313 UNDERSTANDING. (a) In this section, "institution of higher
1414 education" has the meaning assigned by Section 61.003.
1515 (b) Each school district shall enter into a memorandum of
1616 understanding with at least one institution of higher education to
1717 coordinate efforts in ensuring students are prepared for
1818 postsecondary education opportunities. A memorandum of
1919 understanding must:
2020 (1) provide for joint professional development
2121 opportunities for school counselors and academic advisors to
2222 promote collaboration and support the creation of common practices
2323 and terminology relating to college readiness;
2424 (2) identify the pathways between the endorsements
2525 under Section 28.025(c-1) that are available to students in the
2626 district and degree programs and fields of study relating to those
2727 endorsements that are available at the institution;
2828 (3) develop tools based on the pathways identified
2929 under Subdivision (2) for school counselors and academic advisors
3030 to assist students in selecting a suitable program of study; and
3131 (4) identify opportunities to increase the cost
3232 efficiency and coordination of related programs in areas that
3333 include the following:
3434 (A) technology;
3535 (B) facilities and equipment;
3636 (C) dual credit course staffing and
3737 certification; and
3838 (D) transportation.
3939 SECTION 2. This Act applies beginning with the 2017-2018
4040 school year.
4141 SECTION 3. This Act takes effect immediately if it receives
4242 a vote of two-thirds of all the members elected to each house, as
4343 provided by Section 39, Article III, Texas Constitution. If this
4444 Act does not receive the vote necessary for immediate effect, this
4545 Act takes effect September 1, 2017.
