Morrison, Chair, House Committee on Transportation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2172 by Ashby (Relating to the use of state money for high-speed rail operated by a private entity.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to prohibit the Legislature from appropriating money and a state agency from accepting or using state money to pay for certain costs of high-speed rail operated by a private entity except as required by other law, including the National Environmental Policy Act of 1969. The bill would require a state agency to provide a quarterly report on expenses related to high-speed rail.The Texas Department of Transportation indicates that implementation of the provisions of the bill would not result in a significant fiscal impact.
