| 10 | 10 | SECTION 1. Chapter 55, Transportation Code, is amended by | |
| 11 | 11 | adding Section 55.0031 to read as follows: | |
| 12 | 12 | Sec. 55.0031. SEAPORT PRELIMINARY STUDIES GRANT PROGRAM. | |
| 13 | 13 | The department by rule shall establish a program to provide grants | |
| 14 | 14 | for use in conducting preliminary studies or obtaining permits that | |
| 15 | 15 | may be required of the grant recipient to receive additional | |
| 16 | 16 | financial assistance for a port security, transportation, or | |
| 17 | 17 | facility project. | |
| 18 | 18 | SECTION 2. This Act takes effect September 1, 2017. |
