7 | 7 | | relating to a college readiness memorandum of understanding between |

8 | 8 | | a school district and a public institution of higher education. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter A, Chapter 28, Education Code, is |
---|
11 | 11 | | amended by adding Section 28.0141 to read as follows: |
---|
12 | 12 | | Sec. 28.0141. COLLEGE READINESS MEMORANDUM OF |
---|
13 | 13 | | UNDERSTANDING. (a) In this section, "institution of higher |
---|
14 | 14 | | education" has the meaning assigned by Section 61.003. |
---|
15 | 15 | | (b) Each school district shall enter into a memorandum of |
---|
16 | 16 | | understanding with at least one institution of higher education to |
---|
17 | 17 | | coordinate efforts in ensuring students are prepared for |
---|
18 | 18 | | postsecondary education opportunities. A memorandum of |
---|
19 | 19 | | understanding must: |
---|
20 | 20 | | (1) provide for joint professional development |
---|
21 | 21 | | opportunities for school counselors and academic advisors to |
---|
22 | 22 | | promote collaboration and support the creation of common practices |
---|
23 | 23 | | and terminology relating to college readiness; |
---|
24 | 24 | | (2) identify a common method of determining college |
---|
25 | 25 | | readiness; |
---|
26 | 26 | | (3) identify the pathways between the endorsements |
---|
27 | 27 | | under Section 28.025(c-1) that are available to students in the |
---|
28 | 28 | | district and degree programs and fields of study relating to those |
---|
29 | 29 | | endorsements that are available at the institution; |
---|
30 | 30 | | (4) develop tools based on the pathways identified |
---|
31 | 31 | | under Subdivision (3) for school counselors and academic advisors |
---|
32 | 32 | | to assist students in selecting a suitable program of study; and |
---|
33 | 33 | | (5) identify opportunities to increase the cost |
---|
34 | 34 | | efficiency of related programs in areas that include the following: |
---|
35 | 35 | | (A) technology; |
---|
36 | 36 | | (B) facilities and equipment; |
---|
37 | 37 | | (C) dual credit course staffing and |
---|
38 | 38 | | certification; and |
---|
39 | 39 | | (D) transportation. |
---|
40 | 40 | | (c) A school district and an institution of higher education |
---|
41 | 41 | | shall annually review and update a memorandum of understanding |
---|
42 | 42 | | under this section. |
---|
43 | 43 | | SECTION 2. This Act applies beginning with the 2017-2018 |
---|
44 | 44 | | school year. |
---|
45 | 45 | | SECTION 3. This Act takes effect immediately if it receives |
---|
46 | 46 | | a vote of two-thirds of all the members elected to each house, as |
---|
47 | 47 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
48 | 48 | | Act does not receive the vote necessary for immediate effect, this |
---|
49 | 49 | | Act takes effect September 1, 2017. |
