11- A BILL TO BE ENTITLED
124 AN ACT
135 relating to the feasibility of creating and maintaining a coastal
146 barrier system.
157 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
168 SECTION 1. (a) The legislature shall establish a joint
179 interim committee to continue to study the feasibility and
1810 desirability of creating and maintaining a coastal barrier system
1911 in this state that includes a series of gates and barriers to
2012 prevent storm surge damage to gulf beaches or coastal ports,
2113 industry, or property.
2214 (b) The committee is composed of:
2315 (1) the members of the standing committee of the
2416 senate that has primary jurisdiction over natural resources;
2517 (2) the members of the standing committee of the house
2618 of representatives that has primary jurisdiction over land and
2719 resource management;
2820 (3) two members of the senate appointed by the
2921 lieutenant governor, each of whom represents a district in a county
3022 that borders the Gulf of Mexico; and
3123 (4) two members of the house of representatives
3224 appointed by the speaker of the house of representatives, each of
3325 whom represents a district in a county that borders the Gulf of
3426 Mexico.
3527 (c) The lieutenant governor and the speaker of the house of
3628 representatives shall jointly designate a chair or, alternatively,
3729 designate two co-chairs from among the committee membership.
3830 (d) The committee may adopt rules necessary to carry out the
3931 committee's duties under this section.
4032 (e) Not later than December 1, 2018, the committee shall
4133 report to the governor and the legislature the findings of the study
4234 and any recommendations developed by the committee under this
4335 section.
4436 (f) The committee is abolished and this Act expires January
4537 7, 2019.
4638 SECTION 2. Chapter 194 (S.B. 695), Acts of the 84th
4739 Legislature, Regular Session, 2015, is repealed.
4840 SECTION 3. This Act takes effect September 1, 2017.
