55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to information and services for foster children who are
88 pregnant or minor parents.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter B, Chapter 264, Family Code, is
1111 amended by adding Section 264.130 to read as follows:
1212 Sec. 264.130. PREGNANCY AND PARENTING INFORMATION AND
1313 SERVICES. (a) The department shall collect:
1414 (1) information on the number of children in the
1515 managing conservatorship of the department who are minor parents;
1616 (2) information on the number of children in the
1717 managing conservatorship of the department who are also the
1818 children of minor parents as described by Subdivision (1); and
1919 (3) with respect to each child who is a minor parent
2020 and each child of a minor parent in the managing conservatorship of
2121 the department, statistics regarding each child's:
2222 (A) age;
2323 (B) ethnicity;
2424 (C) type of substitute care placement;
2525 (D) county of residence; and
2626 (E) length of time in substitute care.
2727 (b) The department shall prepare an annual report on the
2828 information collected under Subsection (a) and make the report
2929 available on the department's Internet website. The report may not
3030 include any individually identifiable information regarding a
3131 minor parent or child who is the subject of information in the
3232 report.
3333 (c) The department at developmentally appropriate stages
3434 shall provide to children in the managing conservatorship of the
3535 department who are pregnant or who are minor parents information on
3636 and support in providing safe environments for children, including
3737 information and support regarding:
3838 (1) safe sleeping arrangements;
3939 (2) suggestions for childproofing potentially
4040 dangerous settings in a home;
4141 (3) methods to cope with crying infants;
4242 (4) selection of appropriate substitute caregivers;
4343 (5) a child's early brain development, including the
4444 importance of meeting an infant's developmental needs by providing
4545 positive experiences and avoiding adverse experiences;
4646 (6) the importance of paternal involvement in a
4747 child's life; and
4848 (7) the benefits of reading and talking to young
4949 children.
5050 (d) The department shall provide parenting skills training
5151 and other services, including depression screening services, to
5252 children in the managing conservatorship of the department who are
5353 pregnant or minor parents.
5454 (e) The department shall appropriately recruit, prepare,
5555 train, and support individuals, including foster parents,
5656 substitute caregivers, and mentors, who work directly with children
5757 in the managing conservatorship of the department who are pregnant
5858 or minor parents to ensure the individuals provide the specialized
5959 care and support needed by those children.
6060 SECTION 2. As soon as practicable after the effective date
6161 of this Act, the Department of Family and Protective Services shall
6262 collect the information, prepare the report, and provide the
6363 services necessary to implement Section 264.130, Family Code, as
6464 added by this Act.
6565 SECTION 3. This Act takes effect September 1, 2017.
