55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a report on cost savings attributable to the Medicaid
88 managed care program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 533, Government Code, is
1111 amended by adding Section 533.022 to read as follows:
1212 Sec. 533.022. REPORT ON PROGRAM SAVINGS. Not later than
1313 December 1 of each even-numbered year, the commission shall submit
1414 a written report to the legislature that specifies, for each of the
1515 two preceding state fiscal years:
1616 (1) the amount of money appropriated to the commission
1717 for the Medicaid managed care program that was not spent;
1818 (2) the amount of profit sharing received under
1919 Section 533.014;
2020 (3) the estimated savings resulting from access to
2121 preventive care and improved quality of health care services for
2222 recipients; and
2323 (4) a comparison of the total cost of providing
2424 services to recipients for that state fiscal year with the total
2525 cost of providing those services in the preceding state fiscal
2626 year, adjusted to eliminate the effects of program enrollment
2727 growth.
2828 SECTION 2. Not later than December 1, 2018, the Health and
2929 Human Services Commission shall submit the first report required by
3030 Section 533.022, Government Code, as added by this Act.
3131 SECTION 3. This Act takes effect immediately if it receives
3232 a vote of two-thirds of all the members elected to each house, as
3333 provided by Section 39, Article III, Texas Constitution. If this
3434 Act does not receive the vote necessary for immediate effect, this
3535 Act takes effect September 1, 2017.
